Atores e redes: análise da formulação de política pública para a silvicultura na metade sul do Rio Grande do Sul

Abstract

O objetivo deste trabalho foi verificar se, no processo de elaboração de uma política pública, voltada para desenvolver a Metade Sul do Rio Grande do Sul, estaria ocorrendo uma formação de rede de política pública. Primeiramente, foi realizada uma pesquisa teórica sobre alguns temas, como Estado, políticas públicas, formação e natureza de redes, relacionados com o desenvolvimento de regiões empobrecidas, globalização, aspectos locais e transformações organizacionais. Os aspectos teóricos encontrados guiaram o decorrer da pesquisa empírica. Após a verificação de que o empobrecimento da Metade Sul cresceu de forma conjunta com sua representação política, foi feito um recorte nos projetos de silvicultura que iniciaram sua implementação em 2003, nesta região. A etapa empírica foi realizada, por meio de entrevistas e coleta de informações em algumas entidades públicas e privadas, diretamente envolvidas, sempre com pessoas de responsabilidade técnica e que participaram da formulação desta política. Foi constatada a criação de uma rede de política pública, com grande interação entre a maioria dos participantes, atuando de forma descentralizada, com contribuições específicas de cada ator e visando ao estabelecer condições mais estáveis para a efetivação do projeto, além de desenvolver o setor e a região. A elaboração desta política é um esforço do Estado em dinamizar sua economia e, assim, também legitimar-se democraticamente. Em virtude do atual fenômeno de globalização, a dinâmica competitiva do mercado foi um fator importantíssimo ao longo do projeto, e o Estado não se apresentou de forma exclusiva, mas, sim, em cooperação com outros agentes não estatais, na busca de melhor eficiência nesta ação de desenvolvimento.

The main objective of this study was to verify if, in the elaboration process of the public policy, related to the development of the Half South of the State of Rio Grande do Sul, the formation of a public policy network would be observed in the region. First, it was carried out a theoretical research about the themes, such as State, public policies, network formation and nature, concerning to the development of poor regions, globalization, local aspects and organizational changes. The theoretical aspects that were found guided the empirical research. After we verified that the underdevelopment of the Half South of the State grew along with the political representation, we linked the topic to the silviculture projects that were established in 2003, in that region. The empirical stage of the research was carried out through interviews and information collection in some public and private entities directly involved in the issues: professionals that had technical responsibility and participated in the formulation of its policy. We observed the creation of a public policy network, with a great interaction of the majority of the participants that was acting in a decentralized way as well as the particular contribution of each actor involved, focusing on the establishment of more stable conditions of the project effectuation as well as the development of the sector and the region. The elaboration of this policy is an effort of the State, in order to dynamize the economy and, therefore, to democratically legitimize itself. Due to the current phenomena of globalization, the competitive dynamic of the market was an important factor all through the project, and the State did not appeared in an exclusive way, but in cooperation with other agents that were not public, aiming to a higher efficiency in the action related to the development of this region.
