A questão da participação nas organizações civis solidárias

Abstract

A presente dissertação objetiva analisar as percepções de representantes das Organizações Civis Solidárias tendo em vista apreender se o modo como as Organizações Civis Solidárias prestam seus serviços propicia a participação dos atores sociais envolvidos. Tratam-se de um Centro de Educação Profissional, de um Sindicato de Gráficos e de uma Federação de Associação de Moradores. O primeiro capítulo busca na literatura as principais contribuições sobre as transformações contemporâneas do sistema mundial, a reestruturação produtiva, a reforma do Estado, o surgimento do terceiro setor, a noção de solidariedade voluntária e a presença crescente das organizações sociais, que, entre outras iniciativas, combatem as injustiças sociais. O segundo capítulo tem como assuntos a sociedade pluralista e o acoplamento interorganizacional. Destaca as novas concepções de público e privado, as construções das globalizações alternativas, os caminhos da democracia participativa, os movimentos de filantropia social e empresarial, a nova lógica do paradigma informacional e as redes associativas entre Estado e sociedade.O terceiro capítulo discorre sobre os conceitos e formas de participação na análise de Pateman, especialmente sobre a democracia participativa e a participação na teoria contemporânea da democracia. O quarto capítulo discute os principais aspectos do capital social e a participação cívica. O quinto capítulo apresenta a metodologia utilizada para a realização da pesquisa. No sexto capítulo, são apresentados os dados da pesquisa de campo, que enfatizam prioritariamente a prática da democracia participativa nas Organizações, mas que também denotam a presença da democracia liberal. Os entrevistados das Organizações mostram-se interessados em incentivar os demais componentes a participarem efetivamente, pois expressam que a participação é uma forma de praticar a cidadania no ambiente de trabalho, de eleger os representantes e de conquistar os direitos sociais.

The aim of the present dissertation is to analyse the perceptions of representatives of the solidary civil organizations in view of apprehending if the way as the solidary civil organizations gives its services propitiates the participation of the involved social actors. It deals with the Center of Professional Education, an Union of Graphs and a Federation of Association of Inhabitants. The first chapter searchs in literature the main contributions on the contemporaries transformations of the global system, the productive reorganization, the reform of the State, the sprouting of the third sector, the notion of voluntary solidarity and the increasing presence of the social organizations, that, among others initiatives, fight against the social injustices. The second chapter has the multifacted society and the inter organizational coupling as subjects. It detaches the new conceptions of private and public, the constructions of the alternative globalisations, the ways of the democracy participations, the movements of social and philanthropic enterprises, the new logic of the informal paradigm and the associative networks between the state and the society.The third chapter discourses on the concepts and forms of participation in the analysis of Pateman, especially on the participating democracy and the participation in the contemporary theory of the democracy. The fourth chapter argues the main aspects of the capital stock and the civic participation. The fifth chapter presents the methodology used for the accomplishment of the research. In the sixth chapter are presented the data of the field research, that first and foremost emphasize the practical one of the participating democracy in the Organizations, but that also they denote the presence of the liberal democracy. The interviewed ones of the organizations were interested in stimulating the excessively component ones to participate effectively, therefore they express that the participation is a form to practise the citizenship in the job environment, to choose the representatives and to conquer the social rights.
