Comunicação, negociação e relações de poder: a dialética histórico-estrutural na práxis do sindicato dos professores particulares do Rio Grande do Sul - SINPRO

Abstract

This study examines Union Organization as it is put into practice by the Sindicato dos Professores Particulares do Rio Grande do Sul (SINPRO – that is, Union of Private Teachers of Rio Grande do Sul). Consideration is given to factors such as communication, negotiation and power relationships, adopting the Historical Structural Dialectical Method, as it is stated in Antonio Gramsci’s approach, which makes use of categories such as Ideology (power, hegemony and counter-hegemony) State, Civil Society and Organic Intellectual. Use is also made of the category discourse, as it appears in Eliseo Verón’s approach to Discourse Analysis. The reflection here presented has also benefited from José Marques de Melo’s ideas, as attention is given to what is there termed opinionative journalism (and the types of discourse), with emphasis to the subcategory article. The study can be placed within the realms of what is known as Qualitative Research, its corpus being structured from two editions of the magazine Revista Textual and three Acordos Coletivos (Collective Covenants), these documents either published by or belonging to the archives of SINPRO. The investigation is the continuation of a research project developed from 1998 through 2000, which culminated in the public submission of my Master’s Dissertation at FAMECOS/PUCRS, whose title is A Organização Sindical: Refleções sobre Comunicação, Negociação e Relações de Poder – a partir da Dialética Histórico-Estrutural (Union Organization: Reflections on Communication, Negotiation and Power Relationships – from the Perspective of Historical Structural Dialectics). At that time we examined the Union of Workers in Radio and TV of Rio Grande do Sul (Sindicato dos Radialistas – The Radio Broadcasters Union), one of the segments of workers in communication. At SINPRO I belong to the base of the teachers’ category, since I hold the position of professor at a private university. As a subject, I have then taken the opportunity to investigate the praxis of SINPRO. From the investigation here undertaken, some evidence has sprung to consideration: the collective covenants, in their discourse, materialize the action of Working Organic Intellectuals, representing inspection agents and expanding the actions of the union leaders. There are moments when Capitalist Organic Intellectuals act in a flexible way while the Working Organic Intellectuals, in the name of protecting workers’ conquests, look for alternatives in the game of negotiating. The magazine Revista Textual is one of the channels through which the counter-hegemony elaborates and explores its discourse and praxis, setting up a confrontation with the hegemony, be it in the world of ideas only. The magazine is also a non-formal educative means, which expresses a sentiment of group, reflecting the practice of SINPRO and the milieu where Working Organic Intellectuals do their job. The thesis here presented points out that Communication, Negotiation and Collective Subject are a posteriori categories. The Collective Subject can be split into two subcategories: Working Collective Subject and Capitalist Collective Subject.

Este estudo analisa a Organização Sindical, por meio da prática do Sindicato dos Professores Particulares do Rio Grande do Sul (SINPRO), considerando-se a Comunicação, Negociação e Relações de Poder, a partir do Método Dialético Histórico- Estrutural, por intermédio da perspectiva teórica de Antonio Gramsci, nas categorias: Ideologia (poder, hegemonia e contra-hegemonia), Estado, Sociedade Civil e Intelectual Orgânico. Evidenciamos, ainda, a Análise de Discurso, no olhar de Eliseo Verón, na categoria discurso, apoiados na Pesquisa Qualitativa. Nossa reflexão conta também com o suporte de José Marques de Melo, ao contemplarmos o jornalismo opinativo e os tipos de discursos, com ênfase na subcategoria artigo. O corpus da pesquisa está estruturado por duas edições da Revista Textual e três Acordos Coletivos da entidade de classe. Comunicação, Negociação e Relações de Poder: A Dialética Histórico-Estrutural na práxis do Sindicato dos Professores Particulares do Rio Grande do Sul é o seu título. A investigação dá continuidade a um projeto de pesquisa, desenvolvido entre 1998—2000, quando defendemos a Dissertação de Mestrado, na FAMECOS/PUCRS, intitulada — A Organização Sindical: Reflexões sobre Comunicação, Negociação e Relações de Poder — a partir da Dialética Histórico-Estrutural. Naquela ocasião, analisamos o Sindicato dos Trabalhadores em Rádio e TV do Rio Grande do Sul (Sindicato dos Radialistas), um dos segmentos sindicais dos trabalhadores em comunicação. Nos Radialistas, trabalhamos, durante dez anos, como assessora sindical e de comunicação. No SINPRO, somos base da categoria, na condição de professora universitária sindicalizada, e sujeito, que optou por refletir sobre a práxis da entidade.A trajetória assumida destacou algumas evidências, entre elas os Acordos Coletivos, que, em seus discursos, materializam a ação dos Intelectuais Orgânicos do Trabalho e figuram como agentes fiscalizadores e de extensão do fazer dos dirigentes sindicais; existem momentos em que os Intelectuais Orgânicos do Capital flexibilizam e os Intelectuais Orgânicos do Trabalho buscam alternativas possíveis no jogo da Negociação, em nome da defesa das conquistas dos trabalhadores; a Revista Textual é um dos canais em que a contra-hegemonia elabora e explora seu discurso e sua práxis, estabelecendo um confronto, mesmo que no mundo das idéias, com a hegemonia, além de ser um meio educativo não formal que expressa um sentimento de classe, refletindo a prática do SINPRO e o ambiente de trabalho dos Intelectuais Orgânicos do Trabalho. Nossa tese, após reflexão da práxis da entidade de classe analisada, aponta a Comunicação, a Negociação e o Sujeito Coletivo como categorias a posteriori. Esta última, com suas subcategorias: Sujeito Coletivo do Trabalho e Sujeito Coletivo do Capital.
