| Abstract: | Neste trabalho analisar-se-á o desenvolvimento do Chile, destacando-se as reformas econômicas ocorridas a partir 1973, início do governo de Augusto Pinochet. Inicialmente, realizou-se revisão teórica sobre crescimento e desenvolvimento econômico, com ênfase na teoria da base de exportação, visto que atualmente o Chile conseguiu alcançar os níveis de crescimento e desenvolvimento semelhantes a países desenvolvidos, fundamentalmente através da abertura comercial, privatizações, desregulamentação econômica, etc. A análise relativa ao propósito do trabalho dividiu-se em duas etapas. A primeira compreende a década de 1950 até 1973. Nessa fase, houve forte influência da CEPAL e ficou registrado na literatura econômica como o período de economia fechada. Por conseguinte, analisou-se o período entre 1973 e 2006, tendo como ênfase o governo Pinochet (1973 a 1989), quando houve uma ruptura do modelo econômico seguido até então, passando a adotar características de economia aberta, através de reformas estruturais de cunho neoliberal. Por fim, conclui-se que o Chile antecipou em quase duas décadas as reformas econômicas de cunho neoliberal, que foram realizadas por outros países latino-americanos a partir de meados da década de 1990. Este foi o fator decisivo para que o Chile se diferenciasse dos demais países da América Latina, demonstrando maior sustentabilidade nas taxas de crescimento econômico e equidade social, credibilidade internacional, fortalecimento das instituições, infra-estrutura, etc.
On this work the development of Chile was analyzed, giving emphasis to the economical reforms that happened from 1973 (the beginning of Augusto Pinochet's government) to the current days. Firstly a theoretical revision of the growth and economic development was studied, with emphasis on the theory of the export base. Currently Chile have been reaching growth and development levels similar to the developed countries' levels, basically through the commercial opening, privatizations, not regulation of economics, etc. This study is separated in two stages. In the first part the period from 1950 up to 1973 is assessed. On this phase there was strong influence of CEPAL and according to the economical literature this is a period of closed economy. In the second stage the period from 1973 to 2006 is analyzed. On this stage it was emphasized the government of Pinochet (from 1973 to 1989), studying the rupture of the economic model and the transition to the open economy, through structural reforms of neoliberal character. Finally, was concluded that Chile advanced in almost two decades the economical reforms of neoliberal character. These reforms were accomplished by other Latin-American countries only starting from half of the 1990s. This is a decisive factor that differs Chile from other Latin America countries, demonstrating larger sustainability in the rates of economic growth and social justness, international credibility, strengthened institutions, infrastructure, etc. |
