| Abstract: | Nesta dissertação objetivou-se analisar a visão dos gestores públicos – Secretários Estaduais – quanto à educação, ciência e tecnologia como áreas estratégicas para o desenvolvimento socioeconômico. Examinaram-se conceitos e definições de palavras-chave, relacionando as três categorias aos dados colhidos. Desta forma, estabeleceu-se um instrumental dialógico, a partir do qual apresentam-se os entendimentos e considerações resultantes. Descreveu-se e comparou-se o papel da educação, ciência e tecnologia no desenvolvimento socioeconômico no Brasil e em outros países, como Coréia do Sul e Finlândia, que se utilizaram deste tripé para avançarem social e economicamente. A partir da verificação das restrições e articulações entre as áreas estudadas, investigou-se o inter-relacionamento entre os segmentos no âmbito governamental, destacando-se a ínfima articulação conjunta como um dos entraves para o crescimento. Pretendeu-se, a partir das informações e opiniões dos entrevistados, associadas ao referencial, refletir sobre a formação do sujeito social contemporâneo, o cidadão do futuro. Abordaram-se também os temas sob a perspectiva histórica e evolutiva, destacando seus impactos e tendências. Apresentaram-se ainda as políticas públicas, a partir da década de 50, relativas às áreas referidas, buscando-se revelar os principais desafios e gargalos enfrentados pelos governos, na busca da implementação de seus projetos político-institucionais, fundamentais para o êxito de suas gestões.
In this thesis one aimed to analize the view of the public managers – Secretary of State – concerning education, science and technology as strategicals fields for the socioeconomic development. One has examined key-words’ concepts and definitions, relating the three categories to the collected datas. So that, one has established an instrumental dialogical, from which one presents the resultant understandings and considerations. One has described and compared the role of education, science and technology in the socio-economic development in Brazil and other countries, such as South Korea and Finland, that have made use of this tripod to progress socially and economically. From the verification of restrictions and articulations among the studied fields, one investigated the inter-relationship among the segments in the governmental sphere, being detached the undermost conjoint articulation as one of the clogs for the growing. One intended, from the informations and opinions of the interwiewees, associated to the referential, reflect about the upbringing of the contemporaneus social citizen, a citizen of the future. One approached as well the themes under the historical and evolutive perspective, being detached its impacts and tendencies. One presented yet the public policies, from the 50’s, concerning the fields mentioned, one searching to reveal the main challenges faced by the governments, in pursuit of its politicalinstitutionals projects, fundamental for the success of its management. |
