Governo Leonel Brizola no Rio Grande do Sul: desconstruindo mitos

Abstract

Esta dissertação trata sobre a gestão de Leonel Brizola à frente do Executivo do Rio Grande do Sul, no período entre 1959 e 1962, analisando as diretrizes de governo, principalmente os anunciados investimentos em educação e outras políticas sociais, em obras de infra-estrutura e na alteração da matriz produtiva do Estado. Também são abordadas questões relativas à reforma agrária, às encampações de subsidiárias de empresas multinacionais e as posturas adotadas pelo então governador em relação a estes temas polêmicos. A pesquisa buscou subsídios em documentos diversos, como os Anais da Assembléia Legislativa, os Balanços Gerais do Estado, as séries históricas de estatísticas do IBGE, as mensagens enviadas pelo Executivo ao Parlamento, o roteiro do programa de governo de Brizola, decretos e leis. Ao longo de todo o trabalho o discurso e as iniciativas anunciadas por Brizola e pelo PTB são cotejados com as ações efetivadas por sua administração e os respectivos resultados. A dissertação apresenta assim um panorama a respeito das iniciativas do governo aliada a uma reflexão sobre a movimentação de Brizola como sujeito dentro do campo político.

This dissertation approaches the administration of Leonel Brizola, governor of the Rio Grande do Sul State, between 1959 and 1962. It was analyzed under the government guidelines, specially the announced investments in education and others social politics, infrastructure projects and the change of the productive economic bases of the State. Also, this research approaches the issue of agrarian reform, the subsidiary expropriations of multinationals companies and the positions adopted for the governor face to these controversial subjects. This research analyzed several documents, as the Archives of the State Legislature, the Annual Reports of the State, the historical series of statisticians of the IBGE, the messages sent by the Executive to the Parliament, the plan of Brizola’s government, decrees and laws. All through this work, the speech and the initiatives announced for Brizola and the PTB are compared with the actions accomplished for its administration and the related results. This essay presents thus a full sight concerning the initiatives of the government connected to a reflection on Brizola’s movement as subject in the politician sphere.
