O mercado de trabalho para o adolescente em conflito com a lei: a economia solidária como alternativa de inserção social em Santo Ângelo?

Abstract

A presente dissertação estuda a inserção de jovens e egressos do sistema de atendimento ao adolescente em conflito com a lei em uma experiência de concepção econômica e solidária voltada para a geração de trabalho e renda no município de Santo Ângelo, no Rio Grande do Sul. Trata-se, portanto, de um estudo de caso, caracterizado como uma pesquisa do tipo qualitativa, orientada pelo método dialético-crítico. Aborda as dimensões teóricas e conjunturais do mercado de trabalho no Brasil, sobretudo a partir das transformações ocorridas no decorrer do século XX e no início do século XXI, bem como seus impactos para a inserção das juventudes nesse cenário. Analisa também aspectos relacionados aos adolescentes em conflito com a lei, bem como as restrições para sua inserção no mercado de trabalho. A pesquisa aproxima-se de uma das alternativas atuais para a geração de trabalho e renda, designada de Economia Solidária, que, neste estudo, é destinada aos adolescentes em conflito com a lei. Desse modo, este estudo procura contribuir com o debate acerca das políticas públicas para a juventude, bem como com o tratamento dado aos egressos do sistema socioeducativo, a partir das reflexões que propõem.

The present dissertation studies the insertion of youngsters and egresses of the care system of adolescents in conflict with the law in an experience of economical and solidarity concept focused to the generation of work and income in the city of Santo Ângelo, in Rio Grande do Sul. It is, therefore, a case study, characterized as a research of the qualitative kind, guided by the dialectic critical method. Approaches the theoretical and conjuncture dimensions in the job market in Brazil, mainly since the transformations occured in the world of labor during the XX century and in the begining of the XXI century, as well as its impacts to the inserction of the youngsters in the scenery. It also analyzes aspects related to the adolescents in conflict with the law, as well as the restrictions of their inserctions in the job market. The research approaches of one of the recent alternatives to the generation of work and income, nominated as Solidary Economy, that, in this study, is destined to the adolescents in conflict with the law. So, this study aims to contribute with the debate regarding public politics for the youngsters, as well as the treatment given to the egresses of the social educative system, from the reflections proposed.
