Acolher em rede: desafios para a garantia dos direitos da criança e do adolescente

Abstract

Este estudo versa sobre o tema da rede de proteção à infância e juventude, com o objetivo geral de analisar sua existência e funcionamento enquanto suporte à medida de acolhimento institucional. Desenvolveu-se uma pesquisa qualitativa, orientada pelo método dialético-crítico. Foram realizadas entrevistas junto aos sujeitos que atuam nas diferentes esferas do Sistema de Garantia de Direitos da Criança e do Adolescente, em um município de pequeno porte, localizado na região norte do Rio Grande do Sul, e a análise das informações empíricas foi possibilitada pela técnica da análise textual discursiva. Os resultados informam que existe uma rede estabelecida. No entanto, há déficits importantes no seu funcionamento. Entre os desafios a serem superados, estão a necessidade de capacitar os trabalhadores acerca das mais recentes orientações da área, melhorias estruturais dos estabelecimentos e o aprimoramento dos mecanismos de comunicação, de modo a constituir, de fato, uma rede de proteção como previsto no Estatuto da Criança e do Adolescente.

This study deals with the theme of the protection net for children and youth, with the overall objective of analyzing its existence and operation as a support for the Public Shelter institution. A qualitative study was conducted guided by a dialectical-critical method. Subjects that operate in different spheres of the system Guaranteeing Rights of the Child and Adolescent, at a small city located in the northern region of Rio Grande do Sul, were interviewed and an analysis of empirical data was possible by the technique of discursive textual analysis. The results evidence there is an established network. However, there are significant deficits in its operation. Among the challenges to be overcome, are the need to train workers about the latest recommendations in the area, structural improvements of the establishments and better communication mechanisms, so as to constitute, in fact, a network of protection as provided for in the Estatuto da Criança e do Adolescente.
