| Resumen: | Os direitos dos portadores de transtorno mental, na perspectiva da reforma psiquiátrica brasileira, é o tema da presente tese, resultante de pesquisa explicativa dialético-crítico aplicada no Serviço Residencial Terapêutico Morada São Pedro, vinculado a Secretaria de Estado da Saúde do Rio Grande do Sul. O objetivo geral foi verificar se a proposta de desinstitucionalização do Morada São Pedro possibilitou a efetivação dos direitos dos seus usuários, visando contribuir na formulação e execução de políticas públicas no campo da saúde mental. Realizado um conjunto de técnicas qualitativas e a técnica do tipo quase-experimento para comparação de dados da escala Independent Living Skills Survey (ILSS) dos usuários quando internados no hospital psiquiátrico, ano de 2002, e como residentes do Morada São Pedro, em 2004.A análise final realizada através da técnica de triangulação dos dados obtidos com as técnicas qualitativas e com o teste t de Student, revelou que o serviço criou oportunidades de produção de autonomia possível, viabilizando o processo de desinstitucionalização. Faz-se ainda necessário os usuários se constituírem de fato como sujeitos de direitos, para além do direito ao consumo e de morar em condições dignas, quando se estará realizando substancialmente a reforma psiquiátrica. Os resultados dessa pesquisa são condensados nos capítulos: O Contexto Histórico da Política de Saúde e de Saúde Mental no Brasil e no Rio Grande do Sul; As Repercussões dos Ajustes Estruturais nas Reformas Sanitária e Psiquiátrica; e Evidências da Reforma Psiquiátrica no Serviço Residencial Terapêutico Morada São Pedro.
The rights of the psychiatric patients, in the perspective of the Brazilian psychiatric reform, are the subject of the present thesis, dialectic-critical resultant of explicativa research applied in the Residential Service Therapeutical Morada São Pedro, tied the State Secretary of the Health of the Rio Grande do Sul. The general objective was to verify if the proposal of deinstitutionalization of the Morada São Pedro made possible the effectuation of the rights of the users, aiming at to contribute in the formularization and execution of public politics in the field of the mental health. Carried through a set of qualitative techniques and the technique of the type almost-experiment for comparison of data of the scale Independent Living Skills Survey (ILSS) of the users when interned in the psychiatric hospital, year of 2002, and as resident of the Morada São Pedro, in 2004. The carried through final analysis through the technique of triangulation of the data gotten with the qualitative techniques and test t of Student, disclosed that the service created chances of production of possible autonomy, making possible the deinstitutionalization process. One still becomes necessary the users if to constitute in fact as citizens of rights, stop beyond the right to the consumption and to live in worthy conditions, when the psychiatric reform will be being been becoming fullfilled substantially.
