Política de segurança alimentar nutricional e sua inserção ao Sistema Único de Assistência Social

Abstract

This thesis addresses the topic of Public Policy for Nutrition Food Security, its construction and history, seeking in our roots and finding the phenomenon of hunger as something consisting of a societal process, with the predominance of political, cultural and economic hegemony, by minorities conservative, landlords, and letters. It presents, in sequence, existing public policies for long periods, from the last halfcentury to early twenty-first century, noting the prevalence of alternative and fragmented welfare to combat it. It points out the public policy of social welfare as a non-tax policy, of the social security tripod, a result of popular struggle and participation in the construction of the policy as constitutional norm, advancing to the present deployment of USSA – Unique System of Social Assistance. This study references the Policy for Nutrition Food Security, based on the human right to adequate food, and has as one of its legal principles the intersectiorally. It was necessary to know its fundamentals, its institutioality, and progress in the investigation of its operation, through a socioassistencial network comprising beyond the Reference Center on Social Welfare, or health services, where the national policy on food and nutrition is inserted through the basic network in health. To well understand this network and form of intervention of their staff and to verify how the human right to food and nutrition has been happening in the city of Porto Alegre, in the three regions surveyed, mobilized the last stage of this research, which results were enriching for the fulfillment of this policy, enhancing initiatives that give guarantees of that right to the population.

Esta dissertação aborda o tema da Política Pública de Segurança Alimentar Nutricional, sua construção e historicidade, buscando nas nossas raízes a constatação do fenômeno da fome como algo constituído por um processo societário, com a predominância de uma hegemonia política, cultural, econômica, por minorias conservadoras, senhores de terras, e das letras. Apresenta, na sequência, as políticas públicas existentes por longos períodos, da última metade do século passado até início do século XXI, apontando a prevalência de alternativas fragmentadas e assistencialistas para combatê-la. Aponta a política pública da assistência social como política não contributiva, do tripé da seguridade social, resultado da participação e luta popular na construção dessa política, como norma constituinte, avançando até a atualidade na implantação do SUAS - Sistema Único de Assistência Social. Este estudo referencia a política de Segurança Alimentar Nutricional, fundamentada no direito humano à alimentação adequada, e traz como um dos seus princípios legais a intersetorialidade. Foi preciso conhecer seus fundamentos, sua institucionalidade, e avançar na investigação de sua operacionalidade, através de uma rede socioassistencial que compreende para além dos Centros de Referência em Assistência Social, ou seja, os serviços de saúde, onde a política nacional de alimentação e nutrição está inserida, através da rede básica, em saúde. Para bem compreender essa rede e a forma de intervenção dos seus profissionais e para verificar de que forma o direito humano à alimentação e nutrição vem ocorrendo na cidade de Porto Alegre, nas três regiões pesquisadas, mobilizou-se a última etapa dessa pesquisa, cujos resultados poderão potencializar a efetivação dessa política, com iniciativas que deem garantias à população desse direito.
