| Abstract: | The experience of the actors unbound by the Psychiatric Reform is the topic of the following paper, resulting from a research well-founded on the dialectic-critical perspective, and in the presupposition that health is resulted from determinant and conditional factors, enclosing the scopes of life such as housing, leisure, work, education, security and others. As a strategy to the data collection, the techniques used were: the oral thematic history in order to research the experiences of internment, treatment and the use of the attention net to mental health by the fellows beginning from the movement of the Psychiatric Reform; the systematical observation and the analysis of official documents such as: the handbooks of the psychiatric hospital, the existing legislation about Mental Health of Brazil and Rio Grande do Sul state. The fellows of this research are: the ones with psychic suffering egression from a psychiatric hospital located in the metropolitan region of Porto Alegre city; their intimates and/or their caretakers, the professional from the attention net to mental health and the professional of the psychic hospital. The contents of the reports and declarations subsidized the material to the contents analysis and pointed out: significant advances in Mental Health Politic with improvement in the quality of life of the fellows; the abundance of the histories revealed aspects of protection to the rights of the ones with psychic suffering as well as aspects of the transgression of rights, but it was mainly distinguished the necessity of financial and political investments in order to expand and qualify the services in the attention net to mental health together with actions in society that approach the new attention pattern to mental health. This process guarantees the practice of citizenship of a segment of society that, during centuries, had its rights denied being submitted to the closed spaces of the psychiatric hospitals.
A vivência dos atores desencadeadas pela Reforma Psiquiátrica é o tema da presente dissertação, resultante de uma pesquisa fundamentada na perspectiva dialético-crítica e no pressuposto de que a saúde é resultante de fatores determinantes e condicionantes, abrangendo âmbitos da vida como moradia, lazer, trabalho, educação, segurança e outros. Como estratégia para coleta de dados, as técnicas utilizadas foram: - a história oral temática a qual se optou para pesquisar as vivências de internação, tratamento e utilização da rede de atenção à saúde mental pelos participantes a partir do movimento da Reforma Psiquiátrica; - a observação sistemática e a análise de documentos oficiais como prontuários do hospital psiquiátrico, a legislação existente sobre Saúde Mental do Brasil e Rio Grande do Sul. Os sujeitos desta pesquisa são: -o portador de sofrimento psíquico egresso de um hospital psiquiátrico localizado na região metropolitana de Porto Alegre, - o seu familiar e/ou cuidador, - o profissional da rede de atenção à saúde mental e o profissional de hospital psiquiátrico. O conteúdo dos relatos e depoimentos subsidiou o material para análise de conteúdo e apontou: significativos avanços na Política de Saúde Mental com melhora da qualidade de vida dos sujeitos; a riqueza das histórias revelou aspectos de proteção aos direitos dos portadores de sofrimento psíquico bem como aspectos de violação de direitos, mas, principalmente destacou a necessidade de investimentos financeiros e políticos para expansão e qualificação dos serviços da rede de atenção à saúde mental, conjuntamente com ações na sociedade que abordem o novo modelo de atenção à saúde mental, garantindo dessa forma o exercício de cidadania de um segmento da sociedade que teve por séculos seus direitos negados sendo submetido aos espaços fechados dos hospitais psiquiátricos. |
