| Abstract: | This Master’s thesis studies the urban poverty in the metropolitan area of Porto Alegre (MRPA). Through the evolution of the theme of poverty in the economic literature, and portrait found in Brazil and especially MRPA, seeks to establish a better characterization of poverty linked to structural issues. This approach changes the structural centrality of the problem, previously linked only to insufficient income, bringing the discussion to issues such as urbanization, migration, slums, inadequate public services, including among others. To prepare the study, initially come from a review of the main contributions on the theme found in the economics literature, going from the approach of classical authors, the one dimensional view of poverty by more recent studies of the multimensional phenomenon. Then, seeks to make an analysis of poverty in Brazil, addressing monetary issues, and also adding the characterization of structural poverty and including structural variables in this analysis for the country. Finally, it is a characterization of the RMPA, bringing information of its formation and structure, to move on to an analysis of structural poverty in RMPA, also discusses the methodology of poverty lines, commonly used and criticize the sub dimensioning of this measure, not being able to capture several important structural issues.
Esta dissertação de Mestrado estuda a pobreza urbana na Região Metropolitana de Porto Alegre (RMPA). Através da evolução da temática da pobreza na literatura econômica, e do retrato encontrado no Brasil e em especial na RMPA, procura-se definir uma melhor caracterização da Pobreza vinculada a questões estruturais. Esta abordagem estrutural altera a centralidade do problema, antes ligada somente à insuficiência de rendimentos, trazendo para o debate questões como a concentração urbana, migração, favelização, inadequação de serviços públicos, além da inclusão, entre outras. Para elaborar o estudo, inicialmente parte-se de uma revisão das principais contribuições sobre o tema encontradas na literatura econômica, passando desde a abordagem dos autores clássicos, de visão unidimensional da pobreza até estudos mais recentes de visão multidimensional do fenômeno. Em seguida, procura-se fazer uma análise da pobreza no Brasil, abordando as questões monetárias, e também acrescentando a caracterização da pobreza estrutural e incluindo variáveis estruturais a esta análise para o país. Por fim, faz-se uma caracterização da RMPA, trazendo informações de sua formação e estrutura, para então partir para uma análise da pobreza estrutural na RMPA. Além disso, ainda aborda-se a metodologia de linhas de pobreza, comumente utilizadas e critica-se o sub-dimensionamento dessa medida, por não ser capaz de captar diversas questões estruturais importantes. |
