Uma análise do impacto das emancipações sobre a distribuição orçamentária entre os municípios gaúchos: 1989 - 2007

Abstract

Este trabalho tem por finalidade apresentar as discussões sobre as emancipações municipais e o federalismo fiscal no Brasil. Serão apresentadas algumas características dos 134 municípios que se emanciparam no Rio Grande do Sul no período de 1989 a 1997. As referidas características serão comparadas com as mesmas características dos 132 municípios dos quais estes municípios emancipados se originaram, em dois períodos distintos, 1997 e 2007. Através da comparação do índice de Gini estadual de 1989 com o de 1997, se busca saber se as referidas emancipações municipais contribuíram com a distribuição das receitas orçamentárias no Estado do Rio Grande do Sul. As conclusões apontam que o federalismo fiscal nacional precisa ser revisto em prol da unidade federativa. Em relação às emancipações municipais no Rio Grande do Sul, se observa que os municípios emancipados melhoraram suas arrecadações de tributos municipais, mesmo recebendo maiores parcelas do Fundo de Participação dos Municípios (FPM). Em relação às análises do índice de Gini os resultados apontam que a distribuição das receitas orçamentárias no Estado melhorou após as emancipações ocorridas.

This paper aims at presenting the discussions about city emancipation and fiscal federalism in Brazil. Will present some characteristics of the 134 municipalities that have emancipated themselves in Rio Grande do Sul in the period 1989 to 1997. These characteristics are compared with the same characteristics of the 132 municipalities in which these municipalities emancipated originated in two distinct periods, 1997 and 2007. Comparing the Gini index of state in 1989 with 1997, one seeks to know whether these contributed to the emancipation municipal distribution of budget revenues in the state of Rio Grande do Sul The findings indicate that the national fiscal federalism needs to be revised favor federal unit. Regarding the city emancipation in Rio Grande do Sul, one observes that the municipalities have improved emancipated their revenues from municipal taxes, even getting larger portions of the Municipal Participation Fund (FPM). Regarding the analysis of the Gini index results suggest that the distribution of budget revenues in the state improved after the emancipation occurred.
