Título: O mercado de carne bovina no Brasil: os efeitos da eliminação das barreiras tarifárias e não-tarifárias

Resumo: Este trabalho tem como objetivo avaliar os possíveis impactos da eliminação de barreiras comerciais, tarifárias e, sobretudo, não-tarifárias, sobre o mercado de carne bovina brasileiro. Para atingir esse objetivo, o método utilizado foi um Modelo de Equilíbrio Espacial formulado como um Problema de Complementaridade Mista (PCM). Esse modelo leva em consideração as funções de oferta e demanda de cada produto em cada região, os custos de transporte e a presença de barreiras ao comércio, conduzindo à estimação das quantidades produzidas e consumidas, dos fluxos comerciais e dos níveis de preços em equilíbrio em cada região. A partir disso, este método permite simular cenários alternativos por meio de modificações nos instrumentos de política utilizados pelos países, como: tarifas, subsídios e barreiras não-tarifárias. Para cada cenário foram analisados os efeitos da redução (eliminação) das barreiras comerciais sobre a produção, consumo e excedente do produtor no mercado internacional. Para este estudo foram considerados as principais regiões (agrupadas em blocos econômicos) e países, em termos comerciais, participantes do mercado internacional de carne bovina in natura. De tal modo, quatro cenários alternativos foram construídos, nas seguintes esferas: multilateral e regional, removendo e/ou eliminando barreiras ao comércio, a fim de possibilitar a verificação dos possíveis impactos nas quantidades, preços e níveis de bem-estar dos produtores. O primeiro cenário simula um acordo multilateral, por meio de negociações junto à Organização Mundial do Comércio (OMC), com a eliminação total das barreiras comerciais. O segundo e terceiro cenários simulam acordos regionais entre o MERCOSUL e União Européia e ALCA. Finalmente, o quarto cenário simula a entrada dos países do MERCOSUL, mediante obtenção do status de livre de febre aftosa, no bloco não-aftósico (circuito não-aftósico).Como resultados, o estudo identificou as variações mais significativas para o Brasil e para o MERCOSUL nos níveis de produção e consumo, preços e excedentes do produtor na simulação do primeiro cenário, acordo multilateral (cenário 1A). Por outro lado, ainda em âmbito multilateral (cenário 1B), quando se simularam as reduções parciais nas tarifas (60%) e subsídios (75%), as variações foram pequenas, não alterando as condições de comércio e mercado. Os cenários 2 e 3 apresentaram ganhos para os países do MERCOSUL, sobretudo quando ocorreu a eliminação completa das barreiras comerciais (cenários 2A e 3A). Porém, quando se simulou o cenário com as reduções conforme cenário 1B, os resultados foram inexpressivos, em termos de ganhos para os produtores brasileiros e do MERCOSUL. Na simulação do cenário 4, que considerou a eliminação de problemas de ordem sanitárias pelos países do MERCOSUL, permitindo acesso aos mercados do bloco não7 aftósico, os ganhos foram significativos, sobretudo, pelo direcionamento das exportações para os países do NAFTA. Como verificado, os acordos com maiores possibilidades de ganhos para os produtores brasileiros e do MERCOSUL são aqueles em que ocorreu a eliminação das barreiras não-tarifárias em ambas esferas.
The objective of this research is to evaluate the possible impacts of the elimination of trade barriers, tariffs and, all non-tariffs difficulties, in the Brazilian market of bovine meat. To reach such objective, the used method was a Model of Space Balance as a Mixed Complementarity Problems (MCP). This model takes in to consideration the functions of supply and demand to each product in each region, the transportation costs and the presence of trade barriers, leading to the esteem of the produced and consumed amount, the commercial flows and the levels of prices in balance in each region. The referred method allows the simulation of alternative sceneries by means of modification in the instruments of politics used by the countries, such as: tariffs, subsidies and non-tariffs barriers. For each scene the effect of the reduction (elimination) of the trade barriers on the production will be analysed, consumption and excess of the producer in the international market. For this study the main regions (grouped block-type economic) and countries had been considered, in commercial, participant terms of the international market of bovine meat in nature. In such way, four alternative sceneries have been constructed, in the following spheres: multilateral and regional, removing and/or eliminating barriers to the trade, in order to make possible the verification of the possible impacts in the amount, prices and levels of well-being of the producers.The first scenery simulates a multilateral agreement, through negotiations with World Trade Organization (WTO) willing the whole elimination of trade barriers; as second the third sceneries simulates regional agreement between MERCOSUR and European Union and FTAA; and finally, the fourth scenery simulates the entrance of the MERCOSUR countries, by means of attainment of the of free of foot and mouth disease status, in the nonfood and mouth disease block (non-food and mouth disease circuit). As a result, the study identified more significant variations for Brazil and the MERCOSUR in the production and consumption levels, prices and surplus of the producer in the simulation of the first scenery, multilateral agreement (scenery 1A). On the other hand, still in multilateral scope (scenery 1B), when the partial reduction in the tariffs (60%) and subsidies had been simulated (75%), the variations were small, not modifying the condition of trade and market. Sceneries 2 and 3 had presented profits for the countries of the MERCOSUR, mainly when the complete elimination of the trade barriers occurred (sceneries 2A and 3A). However, when the scenery with the reduction was simulated in agreement with scenery 1B, the results were reduced, in terms of profits for the Brazilian producers and of the MERCOSUR. In the simulation of scenery 4, which considered the elimination of sanitary problems for MERCOSUR the countries, allowing access to the markets of the non-food and mouth disease block, the profits had been significant, especially, for the aiming of the exportations for the countries of NAFTA. As verified earlier, the agreements with bigger possibilities of profits for the Brazilian producers and of the MERCOSUR are those which occurred the elimination of the non-tariffs barriers in both spheres.
