| Resumen: | O estudo objetiva demonstrar que há uma relação estrutural e estruturante entre as mudanças que vêm se processando no capitalismo tardio, nos processos produtivos, com implicações no mundo do trabalho e nas políticas públicas, especialmente, nas educacionais. Na composição do trabalho faz-se a gênese das IES de cunho privado que se instalaram na cidade de Macapá/AP no período de 1990 a 2005, descrevendo as formas e estratégias utilizadas por estas para o seu posicionamento no contexto mercadológico local. Analisa-se os dilemas e desafios com os quais as IES lidam por atuarem em um contexto de mercado cada vez mais competitivo, suscitando possíveis caminhos que poderão ser saída estratégica para as mesmas não sucumbirem frente as demandas do mercado. Dois pressupostos auxiliaram como fio condutor na feitura da tese: se as IES de cunho privado, mesmo as sem fins lucrativos, estão sujeitas às regras do mercado, apesar das boas intenções manifestas em seus planos pedagógicos e documentos de gestão, seus propósitos finais devem ser o lucro, em não existindo esse, sucumbirão à implacável lei de livre mercado que as converteu em empreendimentos mercantis, razão pela qual necessitam focar suas estratégias de negócios no mercado. Segundo, em virtude da nítida configuração de práticas concorrenciais entre as IES do setor, há um caminho, suspeita-se, previsível a ser por elas percorrido, qual seja, o do aligeiramento e precarização da formação. Nos escritos evidencia-se que o fenômeno expansionista verificado no setor da educação superior no Brasil deu-se em razão da privatização do Estado engendrada no bojo das políticas neoliberais. A expansão ocorrida tem a marca da iniciativa privada e atingiu todos os recantos do país. Onde homens e mulheres estiverem, lá estará um empreendimento para ofertar este novo fetiche de consumo em que se transformou um bem social chamado de educação.Hoje, dada as suas características, o setor convive em meio à forte concorrência e alta competitividade, marcas e prenúncio de nova configuração do mesmo.
The study objectives to demonstrate that there is a structural and structuring relation between changes that have been processing in the late capitalism, in the productive processes, with implications in the world of the work and the public policy, especially, in the educational ones. In the composition of the work it does the genesis of IES of the private particular stamp that have settled in the city of Macapá - AP in the period from 1990 to 2005, describing the forms and strategies used by them for their positioning in the context local market. It analyses the dilemmas and challenges with which the IES deal by act in a context increasingly competitive market, raising possible ways that can be conclusion strategic for them not to perish face the demands of the market. Two presupposes had assisted as conducting wire in making of the thesis: if the IES of private stamp, even the non-profitable ones, are propensity to the rules of the market, despite the good manifest intentions in their pedagogical plans and management documents, their final purpose must be the profit, in absence of this, will succumb to the implacable law of free market that converted them into mercantile enterprises, which require focus its business strategies in the market. Second, because of the clear configuration of competitive practices between the IES of the sector, there is a way, suspicion, previously to be covered by the same ones, which is, of the acceleration and the precarious formation. In writings shows that the verified expansionist phenomenon in the sector of the higher Education in Brazil was given because of the privatization of the State engendered in the bulge of the neoliberalism policies. The occurred expansion has the mark of the private initiative, and reached all the corners of the country.Where men and women will be there will be an enterprise to offer this new fetish of consumption which transformed in a social property called education. Today, given to their characteristics, the sector lives together in the midst to strong competition and high competitiveness marks and prediction of new configuration of the same. |
