Memória e cidade: o processo de preservação do patrimônio histórico edificado em Caxias do Sul : 1974-1994

Abstract

O presente trabalho, ao estudar a preservação do patrimônio edificado em Caxias do Sul, durante 1974 e 1994, examina os primeiros movimentos sobre o tema, bem como os respectivos debates e a influência do Instituto do Patrimônio Histórico e Artístico Nacional nas intervenções locais. Em decorrência das alterações do projeto moderno, as cidades foram resultados das projeções do ser humano na busca da realização das suas potencialidades. Entretanto, dentro da descoberta dos limites deste projeto, os movimentos preservacionistas criaram-se, primeiramente, na busca da identificação nacional e, mais tarde, na salvaguarda da memória como fator de oposição frente à aceleração hipermoderna do último quartel do século XX. Em um primeiro momento, este trabalho dedica-se a analisar a construção da cidade e a memória diante do projeto moderno que fragmenta a confiança dos seres humanos em um futuro afortunado. Em seguida, observam-se a formação do campo preservacionista no Brasil e as políticas de tombamento, bem como sua inserção na era da indústria cultural. Por fim, particulariza-se ao caso de Caxias do Sul como um exemplo de resistência da memória frente às alterações econômicas e culturais do final do século XX potencializadas a partir do processo de globalização. Ademais, pauta a relação entre o Instituto e os intelectuais locais que estão distribuídos na administração do Museu e Arquivo Municipal e na Universidade de Caxias do Sul, demonstrando as diferentes visões de mundo que postulavam os debates sobre a preservação.

The present work presents the preservation of the patrimony built in Caxias do Sul, from 1974 to 1994, and examines the first activity on the subject as well as the respective debates and the influence of the National Historical and Artistic Patrimony in the local interventions. Result of the alterations of the modern project, the cities have been a product of the projections of the human being in the pursuit of the realization of his potentiality. However, within the discovery of the limits of this project, the preservation movements were primarily created in the pursuit of national identification and later on, in the protection of memory as an opposing factor against the hyper modern acceleration of the last quarter of the 20th century. Firstly, this work is dedicated to the analysis of the construction of the city and the memory versus the modern project that disintegrates the trust of human beings in a successful future. Secondly, the formation of the preservation field in Brazil and the tumbling policies are observed as well as the beginning of the cultural industry era. Lastly, the case of Caxias do Sul is detailed as an example of memory resistance against the economic and cultural alterations of the end of the 20th century made possible through the globalization process. The relation between the Institute and the local intellectuals who were allocated in the administration of the Museum and Municipal Archive and the Caxias do Sul University is listed, demonstrating the different visions of the world that postulated the debates about preservation.
