| Resumo: | Esta Tese procura analisar a relação entre desenvolvimento e políticas sociais, a partir de um estudo específico do Noroeste do estado do Rio Grande do Sul na década de 1990, identificando como diversas compreensões de desenvolvimento e do papel atribuído às políticas sociais podem representar a construção de alternativas diferenciadas para enfrentar os problemas vividos pelas formações sociais locais em sua articulação com a sociedade global, na tentativa de contribuir para a qualificação do debate das políticas públicas de desenvolvimento regional. O estudo inicia com uma reconstituição histórica da reflexão sobre o desenvolvimento e as políticas sociais, a partir do advento da modernidade, procurando demonstrar que a idéia de desenvolvimento nasce associada ao projeto da modernidade. Nesta perspectiva, desenvolvimento e políticas sociais são produtos da modernidade e como tais devem ser reconhecidos e analisados. Na seqüência, se faz uma abordagem das principais teorias que analisam o desenvolvimento na perspectiva do regional, buscando investigar se as mesmas são portadoras ou não de novas possibilidades de articulação entre o desenvolvimento e as políticas sociais. Analisam-se as teorias ligadas à vertente globalista e as ligadas à vertente regionalista do desenvolvimento para, depois, estender a reflexão ao processo brasileiro de debates a respeito do regional e das políticas sociais ao longo do século vinte. Para concluir o estudo, analisa-se a experiência do Noroeste do estado do Rio Grande do Sul na construção de projetos de desenvolvimento e de políticas sociais, dando uma atenção privilegiada à década de 1990.Nessa análise retomam-se os Planos Plurianuais e os Balanços de Final de Gestão dos municípios pólo da região (Cruz Alta, Santo Ângelo, Ijuí e Santa Rosa), procurando identificar as prioridades definidas e os investimentos realizados na área das políticas sociais de educação, saúde, habitação, trabalho e assistência social. Acredita-se que na esfera local seja mais factível a mediação dos conflitos e a produção dos consensos básicos que permitam avançar na realização de políticas e projetos capazes de contribuir para a produção da inovação social e para a demonstração que “um outro mundo é possível”.
This thesis pursuit to analyze the relation between development and social politics, based in a specific study of the northwest areas from the Rio Grande do Sul state during the 90’s, identifying as several comprehension of development and the role attributed to the social politics can represent the construction of distinguished alternatives to face the problems lived by local social formations in its articulation with the global society, on the attempt to contribute for the qualification of debates in publics politics of regional development. The study itself starts with a historic reconstitution of the reflection about the development and the social politics, since the advent of modernity, trying to demonstrate that the idea of development is born in association with the project of modernity. In this perspective, development and social politics are products from modernity and as so they must be recognized and analyzed. On the sequence, an approaching is made about the main theories which analyze the development in a regional perspective, trying to investigate if those are the bearer or not of new articulations possibilities between development and social politics. Theories related to the global tendency and the ones related to the regionalist tendency are analyzed in order to, later, extend the reflections about the Brazilian debates process related to the regional and the social politics along the twentieth century. As a conclusion for the study, the experience lived by the northwest region of the Rio Grande do Sul state in the construction of development and social politics is analyzed, given a special attention to the 90’s.On this analyses, are retaken the multiple annual plans and the end of administrations balanced of the most important cities and towns around the region (Cruz Alta, Santo Angelo, Ijuí and Santa Rosa), trying to identify the main priorities and investments accomplished on the social politics areas of education health care, dwelling, work and social care. It is believed to be more doable in the local field the measurement of conflicts and the production of basic consensus which allow an advancement on the realization of politics and projects capable of contribute to the social innovation production and to demonstrate that ´´a different world is possible``. |
