| Resumen: | The increase in life expectancy demands urgent actions towards the promotion of an active aging. The production of knowledge in the area of human aging contributes with subsidies for public policies. Therefore, this study has the main objective to investigate how is occurring the implementation of the National Policy for the Elderly in the municipality of Selbach/RS with the purpose of contributing to its improvement. Seeking a greater depth in this study, it has the following specific objectives: to investigate how the municipality of Selbach/RS is implementing the National Policy for the Elderly; to analyze the level of mobilization of the Municipal Council for the Elderly in the implementation of this policy; and to identify the social work’s contribution for the implementation of this policy, from the perspective of the administrators, professionals, counselors and the elderly. It was based on the dialectic critical method and it uses as analytical categories, the totality, historicity and contradiction. The explanatory categories of reality consisted of intersetoriality, National Policy for the Elderly and social worker’s work processes. The research was characterized as a qualitative research based on interviews carried out with the administrators, professionals and members of the Municipal Council for the Elderly, summing up 14 subjects and a focused group with 10 elderly women. For the analysis, it was used content analysis. Among the research results, it was highlighted the difference between being an elderly and being old; the lack of knowledge about the Statute for the Elderly and the Law 8. 842/94 concerning this segment by the administrators, professionals, elderly and society, in general; the reduced work load of professionals who cannot meet all the demands, and the importance of the intersetorial work identified by the interviewees. The partial implementation of this policy causes a violation of the elderly´s rights, and this is a form of violence with a structural, interpersonal and institutional nature. It is exemplified by the social discrimination, prejudice towards the elderly, and lack of access to the attendance of their basic needs, housing, health and food. It was shown the importance of the network, in an intersetorial manner, and the social work is perceived as the main agent for the promotion and viabilization of the implementation of the National Policy for the Elderly, the elaboration and execution of actions encompassing issues concerning human aging for everybody in the municipality, involving the public system, the elderly, the professionals and the community in general. Such activity could, inclusively, start with children in pre-school aiming the knowledge and discussion about the rights of all citizens.
O aumento da expectativa de vida requer ações urgentes voltadas à promoção de um envelhecimento ativo, sendo que a produção de conhecimento na área do envelhecimento humano vem a contribuir com subsídios no planejamento de políticas públicas. Sendo assim, esse estudo tem como objetivo principal investigar como ocorre a implantação da Política Nacional para o Idoso no município de Selbach/RS, com vistas a contribuir com subsídios para o seu aprimoramento. Com vista ao aprofundamento do estudo, têm-se como objetivos específicos: investigar de que forma o município está implantando a Política Nacional para o idoso; analisar o grau de mobilização do Conselho Municipal do Idoso na implementação dessa política; identificar a contribuição do trabalho do Assistente Social na implementação da política municipal para o idoso, a partir da perspectiva dos gestores, profissionais, conselheiros e idosos. Fundamentou-se no método dialético-critico enquanto método embasador, utilizando enquanto categorias analíticas a totalidade, historicidade e contradição. As categorias explicativas da realidade consistem em intersetorialidade, Política Nacional para o Idoso e processo de trabalho do assistente social. A pesquisa caracterizou-se como pesquisa qualitativa, realizou-se entrevistas com gestores, profissionais e membros do conselho municipal do idoso, totalizando 14 sujeitos e grupo focal com 10 idosas. Para análise dos dados utilizou-se análise de conteúdo. Entre os resultados da pesquisa destacamos: a diferença entre ser idoso e velho, que dos entrevistados a maioria associa o envelhecimento com aspectos negativos; pouca participação e atuação do conselho municipal do idoso; a falta de conhecimento do Estatuto do Idoso e da Lei 8. 842/94 referente a esse segmento por parte dos gestores, profissionais, idosos e sociedade em geral; carga horária reduzida dos profissionais, que acabam não conseguindo dar conta da demanda; da importância da realização do trabalho intersetorial, identificada pelos entrevistados e a implementação parcial da política gera violação dos direitos dos idosos, sendo essa uma forma de violência de natureza estrutural, interpessoal e institucional exemplificadas pela discriminação social, preconceito ao idoso, falta de acesso ao atendimento das necessidades básicas, a habitação, saúde, alimentação, evidenciadas pelas expressões da questão social. Evidencia-se da importância do trabalho em rede, de forma intersetorial, sendo o assistente social o principal agente de promoção e viabilizador da implantação da Política Nacional para o Idoso, na elaboração e execução de ações abrangendo questões referentes ao envelhecimento humano a todos do município, o poder público, idosos, profissionais e comunidade em geral, iniciando na pré-escola com as crianças conhecendo e discutindo os direitos de todos os cidadãos. |
