Os reflexos da crise hegemônica do sistema internacional no nordeste asiático: uma análise das estratégias nacionais de segurança da Coreia do Sul, Japão e Estados Unidos

Abstract

A presente pesquisa está inserida no campo de Segurança e Estudos Estratégicos Internacionais. O estudo investiga os reflexos da crise hegemônica do sistema internacional na região do Nordeste Asiático, realizando uma análise histórica, no entanto, utilizando base empírica que parte de 2022. Como forma de compreensão da conjuntura do sistema internacional, foi empregada a Teoria Neorrealista das Relações Internacionais, com autores como John Mearsheimer e Kenneth Waltz, além de autores com perspectivas asiáticas como David Kang e demais aportes teóricos com perspectivas sistêmicas e estruturalistas. No âmbito regional, utilizou-se a Teoria dos Complexos Regionais de Segurança. O objetivo foi entender a resposta securitária dos Estados Unidos e seus aliados da região, Coreia do Sul e Japão, para a ascensão da China no século XXI. Utilizando da abordagem multinível, foram examinadas as Estratégias Nacionais de Segurança dos Estados Unidos, Japão e Coreia do Sul, e o acordo de cooperação trilateral firmado na cúpula de Camp David 2023, destacando os esforços dos Estados em se aliarem para fins de segurança nacional. Como resultados, verifica-se a inexistência de uma política de contenção por parte dos países da região em relação à China, entretanto, a penetração hegemônica dos Estados Unidos implica em uma complexificação das dinâmicas regionais ao influenciar suas diretrizes externas.

The present research is situated within the field of Security and International Strategic Studies. The study investigates the impacts of the hegemonic crisis of the international system on the Northeast Asian region, conducting a historical analysis but based on empirical data starting from 2022. To understand the dynamics of the international system, the Neorealist Theory of International Relations was employed, drawing on scholars such as John Mearsheimer and Kenneth Waltz, as well as Asian perspectives from authors like David Kang and other theoretical contributions with systemic and structuralist approaches. At the regional level, the Regional Security Complexes Theory was utilized. The objective was to understand the security response of the United States and its regional allies, Republic of Korea and Japan, to China's rise in the 21st century. Through a multilevel approach, the study examined the National Security Strategies of the United States, Japan, and Republic of Korea, as well as the trilateral cooperation agreement established at the Camp David Summit in 2023, highlighting the efforts of these states to align for national security purposes. The results reveal the absence of a containment policy by regional countries towards China. However, the hegemonic penetration of the United States leads to a complexification of regional dynamics by influencing their external directives.
