O trabalho das promotoras legais populares no enfrentamento da violência contra a mulher

Abstract

As dificuldades que muitas mulheres têm em romper com o ciclo de violência em que estão inseridas, assim como a carência de apoio por parte da família ou mesmo a omissão do Poder Público, são o que tem norteado o trabalho das Promotoras Legais Populares (PLPs) a fim de auxiliar a mulher vítima de violência a encontrar uma nova alternativa em sua vida, evitando, assim, que ela entre em um processo de rotas críticas. Dessa forma, justifica-se a realização desta pesquisa, que visa a compreender como se dá o trabalho das Promotoras Legais Populares na comunidade e nos órgãos públicos, assim como analisar a articulação das PLPs com a rede de serviços de enfrentamento à violência contra a mulher, a fim de verificar a efetivação desse trabalho na garantia de direitos da mulher, à luz do Pacto Nacional pelo Enfrentamento à Violência contra as Mulheres. Também se busca identificar o perfil das PLPs atuantes da região da Restinga (idade, renda, gênero, escolaridade, número de filhos, estado civil). Quanto à proposta metodológica, optou-se pela pesquisa qualitativa de abordagem não probabilística, sob a perspectiva histórico-estrutural, cujas categorias teóricas centrais são: totalidade, contradição e historicidade. Foi realizado um grupo focal com seis PLPs que atuam na comunidade da Restinga no município de Porto Alegre/RS. O grupo focal foi gravado e transcrito, sendo os dados analisados em Moraes (1999). Pretende-se contribuir com subsídios para a compreensão de como é realizado o trabalho das PLPs na comunidade da Restinga e qualificar a articulação das PLPs com a rede de serviços na comunidade, para o melhor atendimento às mulheres vítimas de violência. Os resultados apontam que as PLPs vêm desempenhando um papel substancial na rede de atendimento à mulher vítima de violência. Evidenciou-se a necessidade de ampliação de serviços e de políticas públicas intersetor.

The difficulties that many women face in breaking the cycle of violence in which they are inserted, as well as the lack of support on the part of the family or even the omission of the Public Power, are what have guided the work of Popular Legal Promoters (PLPs) in order to help the woman victim of violence to find a new alternative in her life, thus preventing her from entering a process of critical routes. Thus, it is justified to carry out this research, which aims to understand how the work of the Popular Legal Promoters in the community and public agencies, as well as to analyze the articulation of PLPs with the network of services to combat violence against women , in order to verify the effectiveness of this work in guaranteeing women's rights, in the light of the National Pact for Confronting Violence against Women. It is also sought to identify the profile of active PLPs in the Restinga region (age, income, gender, schooling, number of children, marital status). As for the methodological proposal, the qualitative research of a non-probabilistic approach was chosen from the historical-structural perspective, whose central theoretical categories are: totality, contradiction and historicity. A focus group was carried out with six PLPs that work in the Restinga community in the city of Porto Alegre / RS. The focal group was recorded and transcribed and the data were analyzed in Moraes (1999). The intention is to contribute with subsidies for the understanding of how PLPs work in the Restinga community and to qualify the articulation of PLPs with the service network in the community, to better serve women victims of violence. The results indicate that PLPs have been playing a substantial role in the network of assistance to women victims of violence. The need to expand services and intersectoral public policies that take into account the specific needs of women was highlighted, especially highlighting the special.
