dc.description.abstractEsta dissertação permeia, no campo da saúde pública, a atenção à saúde no enfrentamento da violência vivenciada envolvem a Atenção Primária em Saúde/Básica em (APS/AB) de Porto Alegre com o objetivo de: conhecer e analisar como os trabalhadores da rede municipal de saúde de Porto Alegre vem enfrentando a violência vivenciada no cotidiano do trabalho; analisar as atribuições e responsabilidades da rede de saúde no atendimento às situações de violência, bem como os recursos disparados para o cuidado dos trabalhadores; e conhecer a organização da rede de saúde em relação aos encaminhamentos de situações de violência. Para tanto, nove trabalhadores e gestores da Atenção Básica de Porto Alegre foram selecionados como participantes da pesquisa, respeitando-se os critérios de inclusão e exclusão. Como critério de inclusão, exigiu-se que o universo de participantes fosse definido por profissionais de saúde, trabalhadores e gestores, da rede municipal de Porto Alegre, efetivos no cargo e/ou função ou empregados públicos há mais de cinco anos.Compuseram à amostra, a rede municipal de saúde, nas Unidades Básicas de Saúde (UBS), dois trabalhadores de cada uma de três Gerenciais Distritais (GD): Glória, Cruzeiro e Cristal (GCC); Centro e Partenon Lomba do Pinheiro (PLP). O Grupo focal foi composto por três gestores eleitos das oito GD de UBS foi selecionado. Nas análises dos depoimentos dos participantes foi possível compreender responsabilidades, atribuições e percepção quanto aos protocolos, em especial quanto ao instrumento de notificação de violência acionado em casos de suspeita ou confirmação de situações de violência. Além disso, buscou-se conhecer, também, os modos de produção de cuidado dos trabalhadores nos territórios da Atenção Básica. Foi observado que os múltiplos efeitos da violência podem ser percebidos nas relações sociais e, por esta razão, torna-se cada vez mais difícil compreendê-los num único conceito dada a abrangência das suas formas de manifestação.A violência parece ser naturalizada como forma de linguagem e um modo de comunicação muito singular da sociedade capitalista, tendo na violência estrutural a expressão mais radicalizada na contemporaneidade e percebida como raiz dos processos de fragmentação e desigualdades sociais. Os múltiplos efeitos desses processos são sentidos e percebidos, de modo mais extremado, nos territórios que, historicamente, vivenciam situações de vulnerabilidade. Nestes territórios há um vazio assistencial resultado da desassistência do poder do Estado, expresso por desigualdades e pobreza, definindo a concepção de direito na lógica neoliberal. A violência, portanto, além de precarizar e segregar os sujeitos em suas relações sociais, se caracteriza como uma concepção de “direito” unilateral, que reflete nas condições e padrões de vida e trabalho na sociedade.pt_BR
dc.description.abstractIn the field of public health, this dissertation permeates health care in coping with violence by workers and managers of the health care network. In this field, the discussions presented here unfold on important issues involving Primary/Basic Health Care of Porto Alegre: knowing and analyzing how workers of the municipal health network of Porto Alegre have been facing violence in the daily work; analyze the attributions and responsibilities of the health network in the care of situations of violence, as well as the resources raised for the care of workers; and to know the organization of the health network in relation to the referrals of situations of violence. To this end, nine workers and managers of The Primary Care of Porto Alegre were selected as participants of the research, respecting the inclusion and exclusion criteria. As inclusion criteria, it was required that the universe of participants be defined by health professionals from the municipal network of Porto Alegre, staff in office and / or function or public employees for more than five years, being workers and managers.On the other hand, the fact that workers had less than two years in the municipal health network was defined as an exclusion criterion. Thus, from the Municipal Health Network, in the Basic Health Units (UBS), five workers were elected by each of three District Managers (GD): Glória Cruzeiro and Cristal (GCC); Center; and Partenon Lomba do Pinheiro (PLP) Cruzeiro. In addition to these, a focus group represented by three elected managers of the eight UBS GD was selected. It was possible, through the participants workers and managers of this research, to understand their responsibilities, attributions and perception of protocols, especially regarding the instruments for reporting violence triggered in cases of suspicion or confirmation of situations of violence.In addition, we also sought to know the ways of producing workers' care in the territories of Primary Care. It was observed that the multiple effects of violence can be perceived in social relations and, for this reason, it becomes increasingly difficult to understand them in a single concept given the scope of their forms of manifestation. Violence seems to be naturalized as a form of language and a very unique mode of communication of capitalist society, having in structural violence one of its most radicalized expressions in contemporaneity and perceived as the root of the processes of fragmentation and social inequalities. The multiple effects of these processes are felt and perceived, more extremely, in territories that historically experience situations of vulnerability. In these there is a care void motivated by the disassistance of the power of the State, that expressed by inequalities and poverty, defining the conception of law in neoliberal logic. Violence, therefore, in addition to precariousand segregating subjects in their social relations, is characterized as a conception of unilateral "right", which undoubtedly reflect on the conditions and standards of life and work in society.en_US
