| Resumen: | Nesta pesquisa, objetivou-se estudar a atuação das Forças-Tarefas como mecanismo de investigação que procura integrar diferentes instituições para o enfrentamento da criminalidade e da violência, em especial quanto à macrocriminalidade. Para tanto, realizou-se uma pesquisa qualitativa, pelo método do Estudo de Caso, circunscrito ao Centro de Apoio Operacional de Combate ao Crime Organizado – CAOCRIMO, Grupo de Combate às Organizações Criminosas – GCOC, e Grupo Integrado de Segurança Pública-GISP, de Minas Gerais, à Promotoria Especializada Criminal do Ministério Público do Rio Grande do Sul, à Força-Tarefa do Ministério Público Federal e à Task Force – Força-Tarefa Americana. A pesquisa foi conduzida em duas etapas. Uma etapa preliminar foi destinada a contextualizar a criminalidade e a violência nos dias atuais. A partir dessa realidade, com base na Sociologia das Organizações (em especial, na análise da estratégia, poder e cultura organizacional), buscou-se analisar o impacto do crime organizado na sociedade atual e a experiência de algumas Forças-Tarefa que atuam no combate à macrocriminalidade. Para tanto, os órgãos que compõem a Segurança Pública e o Sistema de Justiça Criminal, em especial as Polícias Civil e Militar e o Ministério Público, foram objetos de análise. A segunda etapa constituiu-se da abordagem dos sujeitos centrais da Força-Tarefa, com a utilização de algumas técnicas de pesquisa, como a entrevista semiestruturada, a pesquisa documental e a observação participante junto à “Operação Caminhada” da Força-Tarefa de Combate ao Crime Organizado do Estado de Minas Gerais na cidade de Passos.A partir dessa análise foi possível perceber que a Força-Tarefa pode ser utilizada como mecanismo válido e eficaz de combate à macrocriminalidade, sendo necessário, no entanto, identificar e superar dificuldades e equívocos que obstam o processo de integração institucional, verificados em algumas das situações investigadas.
In this research, one aimed to study the performance of Task-Force as a mechanism of inquiry which seeks to integrate different institutions for the confrontation of crime and violence, mainly in terms of the macro criminality. For such, a qualitative research was performed throughout the method of the “Case Study”, restricted to the Center of Operational Support of Combat to the Organized Crime - CAOCRIMO, Group of Combat to the Criminal Organizations - GCOC and Integrated Group of Public Security - GISP of the State of Minas Gerais to the Criminal Specialized Public Prosecutor's Office of the Criminal Public Prosecution Service of the State of Rio Grande do Sul, to the Task-Force of the Federal Public Prosecution Service and to the American Task-Force. The research was developed in two stages. A preliminary stage was destined to analyze the crime and the violence in the current days. From this reality and based on the Sociology of the Organizations (mainly in the analysis of the strategy, power and organizational culture), one searched to analyze the impact of the organized crime in the current society and the experience of some Task-Force that act in the combat to macro criminality. For in such, the agencies that compose the Public Security and the Criminal Justice System, in special the Civil and Military Policies and the Public Prosecution Service were objects of analysis. The second stage consisted of the approach of the central characters of the Task-Force with the use of some research techniques as the half-structuralized interview, documentary research and the participant observation next to the “Walked Operation” of Task-Force of Combat to the Organized Crime of the State of Minas Gerais, in the city of Passos.From this analysis was possible to perceive that the Task-Force can be used as a valid and efficient mechanism of combat to macro criminality, being needed, however, to identify and overcome difficulties and mistakes that make difficult the process of institutional integration, verified in some investigated situations. |
