Retomando antigas práticas: uma análise do comportamento da Câmara Municipal de Porto Alegre após a posse de José Fogaça em 2005

Abstract

Este trabalho analisa a mudança no padrão de comportamento do Legislativo Municipal de Porto Alegre após a posse de José Fogaça em 2005. O Poder Legislativo que durante as gestões do Partido dos Trabalhadores (PT) apresentou um padrão de comportamento diferente do que se tinha até então, a partir de 2005 retoma a normalidade verificada através da intensificação de suas atividades. Este retorno ao padrão normal de comportamento Legislativo que pode ser verificado em âmbito nacional, estadual e municipal, obviamente é influenciado pela mudança no Executivo, porém como veremos vários elementos podem ser invocados para complementar esta afirmação.

This paper analyses the change of Porto Alegre Municipal Legislative behavior after Fogaça’s election in 2005. During the Partido dos Trabalhadores (PT) management, the Legislative power presented a different pattern of behavior that it had since then, in 2005 the Legislative power retakes the normality once verified through the intensification of its activities. This return to the Legislative normal pattern behavior can be verified in the national scenery, state and municipal, obviously influenced by the change in the Executive, however, as we will see, many elements can be invoke to completing this statement.
