| Resumo: | Nesta tese foi problematizada a construção e o desenvolvimento de uma capacitação em vigilância da saúde da criança para trabalhadores da saúde, a qual se caracteriza como uma ação educativa fundamentada em princípios da educação popular, que envolvem a participação, a reflexão crítica, o respeito, a autonomia e a escuta, conforme as contribuições teóricas de Freire (1983, 2001), Brandão (1995, 2001, 2002), Vasconcelos (2001, 2002) e Valla (1998b, 2000). Pretendeu, portanto, investigar como se constrói e se processa tal capacitação, em serviço, com trabalhadores da saúde da Secretaria Municipal de Saúde de Porto Alegre (RS), mediante um método de pesquisa-ação inspirado nos estudos de Car e Kemmis (1998), Thiollent (1984) e Serrano (1990). Essa opção metodológica, cuja finalidade foi promover a participação ativa das pessoas envolvidas e desencadear uma ação transformadora da prática cotidiana, requer o conhecimento da dinâmica das relações de trabalho e do discurso desses participantes, pressupondo que, nesse processo, todos possam vivenciar, descobrir, aprender, ensinar e reinventar novas relações humanas, pautadas no respeito mútuo e no aprendizado contínuo. Os participantes foram os trabalhadores de duas equipes de saúde locais (uma Unidade Básica de Saúde e uma unidade do Programa de Saúde da Família) e uma equipe de Vigilância de Eventos Vitais, Doenças e Agravos não Transmissíveis (EEV) da Coordenadoria Geral de Vigilância em Saúde (CGVS) da Secretaria Municipal de Saúde.A capacitação foi desenvolvida durante o ano de 2004 e o material empírico foi coletado por meio de entrevistas individuais realizadas com cada um dos trabalhadores de cada serviço, focalizando as facilidades e dificuldades de trabalho e o entendimento sobre vigilância da saúde; discussões em grupo que possibilitaram a reflexão sobre o processo de trabalho e os conceitos de vigilância da saúde, modelo de atenção e educação popular em saúde. Os dados foram trabalhados por meio de uma análise deconteúdo numa perspectiva dialética, conforme proposto por Pagés et al. (1990), e do discurso do sujeito coletivo, desenvolvido por Lefèvre, Lefèvre e Teixeira (2000, 2003). A reflexão sobre as análises construídas na sistematização desta pesquisa corroboram a tese de que uma capacitação em serviço para trabalhadores da saúde, no âmbito de uma secretaria da saúde municipal, baseada em princípios da educação popular, somente atingirá seus objetivos se houver a participação ativa e comprometida dos trabalhadores da saúde e dos gestores, se houver o desejo de refletir para transformar a prática cotidiana e se houver um profundo respeito pelas diferenças e pelos processos vivenciados pelos distintos grupos.
This thesis deals with the problem of the construction and the development of a capability about the vigilance of the children for health workers. This construction is characterized as an educational activity based on principles of the popular education, which involves participation, critical reflection, respect, autonomy and listening, according to the theoretical contributions of Freire (1983,2001), Brandão (1995, 2001, 2002), Vasconcelos (2001,2002) e Valla (1998b, 2000). This thesis intended therefore to investigate the construction of this capability and the way to process this capability in service, with the health workers of the Secretaria Municipal de Saúde de Porto Alegre (RS) – Municipal Secretary of Health from Porto Alegre (RS), by means of a methodology of research-action inspired by the studies of Car and Kemmis (1998), Thiollent (1984) and Serrano (1990). This methodical option, whose purpose was to promote the active participation of the involved people and set off a transformable action of the daily practice, requires the knowledge of the dynamics of the work relationship and of the discourse of these participants on the supposition that in this process everybody will be able to live, to discover, to learn, to teach and to re-invent new human relations that are ruled by the reciprocal respect and by the continuous apprenticeship. The participants were the workers of two local health teams (a Basic Health Unit and a unit of the Program of Family Health) and a team of the Vigilance of Vital Events, Diseases and Intransmissible Injuries (EEV) of the General Coordenation of Vigilance on Health (CGVS) of the Municipal Secretary of Health.The capability was developed during the year 2004 and the empiric material was collected through individual interview that were made with each of the workers in each site of service. The interview focused on the facilities and difficulties of the service, on the understanding about health vigilance, on discussion groups that made possible the reflection about the process of the service, and on the concepts about vigilance of health, the model of attention and popular education on health. The data were verified by means of an analysis of the contents in a dialectical perspective, according to the proposal of Pagés et al. (1990), and according to the discourse of the collective subject developed by Lefèvre, Lefèvre and Teixeira (2000, 2003). The reflection about the analyses which were elaborated in the systematization of this research corroborate the thesis that capability on service for health workers in the ambit of a municipal secretary of health, based on the principles of popular education , will only reach its purposes if the managers and the health workers would have an active and involved participation. Moreover, there would be the will of reflection about the transformation of the daily practice, and a deep respect for dissimilarities and processes that different groups live. |
