"Ele dorme e se acorda comigo": representações sociais do Programa Bolsa Família

Abstract

Este trabalho visa investigar o Programa Bolsa Família (PBF) como política social pública de acesso aos direitos sociais e pesquisar quais os impactos desse programa na vida de quem o recebe. O PBF é um programa de transferência direta de renda, criado pelo Governo Federal, destinado a famílias pobres. Para a concretização desse estudo vamos, inicialmente, explicitar os conceitos de direitos sociais e políticas sociais, fazendo um resgate histórico do surgimento de cada um deles e exemplificando-os com o caso específico do PBF. Num segundo momento, apresentaremos as representações sociais do PBF para suas beneficiárias, a partir das informações coletadas através de entrevistas semi-dirigidas, realizadas com vinte mulheres favorecidas pelo programa. A importância de entendermos o PBF como política social se volta para o reconhecimento das vantagens e contradições desse programa. Já as representações sociais nos possibilitam evidenciar os conhecimentos do senso comum e compreender os conhecimentos, idéias e significados desse programa na vida de suas beneficiárias.

The purpose of the dissertation is to investigate the Family Grant Program (FGP) (Programa Bolsa Família) as a public social policy designed to have access to social rights and to find out which are the impacts of this Program in the life of the women who receive it. The FGP is a program of direct transference of income, created by the Federal Government and oriented toward poor families. In this study we start defining the concepts of social rights and social policies, through an historical analysis of their institution and applying the concepts to the FGP. As a second step, the social representations of the FGP for the women who receive it are discussed. These social representations are collected through semi-directed interviews with twenty women of the Program. The importance of understanding the FGP as a social policy has to do with the recognition of the advantages brought to the women in one hand, and the revelation of its contradiction, on the other hand. The study of the social representations helps to make clear the common sense knowledge o the women and to understand the ideas, values and meanings of the Program in their lives.
