| Resumen: | The debate about the social and productive inclusion on professional training and qualification, have always premised on the social that is part of vulnerability the population. Ensuring access rights from the generation of employment and income of this population in view of emancipation and citizenship is an issue that is put into law. The aim of this study was to analyze the proposals of the National Social Assistance in the field of productive inclusion implications to the organization of the Unique System of Social-ITS, and identify possible strategies for interfacing with other social policies for the promotion of inclusive production. The study will be delineated through research of official documents: Constitution, 1988; Organic Law of Social Assistance, 1993; Organic Law of Social Assistance Annotated, 2010; The National Social Assistance, 2004; Basic Operational Norm of Social Welfare, 2005; Types of Services Socioassistenciais, 2009; Guide to Work and Income Generation, 2008, which treat the subject in order to confront the theoretical view of the problem with external reality. As a public system that operationalizes the National Social Assistance, the ITS has in official document sand legal considerations regarding the definition, objectives, principles, organization, management, among many others that guide and track the history of welfare in Brazil.
O debate sobre a assistência social e inclusão produtiva, sobre capacitação e qualificação profissional, apresenta sempre como premissa a vulnerabilidade social em que se encontra uma parte da população brasileira. Garantir direitos a partir do acesso à geração de trabalho e renda desta população, na perspectiva de emancipação e cidadania, é uma questão que está posta em leis. O objetivo do estudo foi analisar as proposições da Política Nacional de Assistência Social no campo da inclusão produtiva, suas implicações na organização do Sistema Único de Assistência Social – SUAS, e identificar possíveis estratégias de interface com as demais políticas sociais para a promoção da inclusão produtiva. O estudo será delineado através da pesquisa dos documentos oficiais: Constituição Federal, 1988; Lei Orgânica da Assistência Social, 1993; Lei Orgânica de Assistência Social Anotada, 2010; Política Nacional de Assistência Social, 2004; Norma Operacional Básica de Assistência Social, 2005; Tipificação dos Serviços Socioassistenciais, 2009; Guia de Geração Trabalho e Renda, 2008, que tratam o tema, a fim de confrontar a visão teórica do problema, com dados da realidade. Como sistema público que operacionaliza a Política Nacional de Assistência Social, o SUAS tem, em documentos oficiais e legais, considerações acerca de definição, objetivos, princípios, diretrizes, organização, gestão, entre muitas outras que balizam e acompanham a história da assistência social no Brasil. |
