| Resumo: | This study it searches to analyze the work of the social workers with families from the implantation of the National Politics of Assistance Social (PNAS), in the perspective “To know the work of the Social Workers with the families, with sights to contribute for the improvement of the professional work and to subsidize the National Politics of Social Assistance” (PNAS). In the expectation to face such challenge one appealed Foundation of Social Assistance and Citizenship (FASC), an agency of the Municipality of Porto Alegre, responsible for the coordination and execution of the politics of social assistance, as field for the research. The research had as subject the inserted social workers in the Centers of Reference of Social Assistance (CRAS), in Basic the Social Protection. As a result of research points to the potential difficulties that blend, and determine possibilities and limitations for the actions of social workers. For example, the process of implantation of the PNAS presents potentialities by means of the Organic Law of Social Assistance, 1993, guaranteed in the Federal Constitution of 1988 and the proper National Politics of Social Assistance, 2004. The legislation of the social assistance of the lines of direction for its implantation, which needs to surpass challenges for its materialization, provoked for the weft of contradictory relations and the historical culture of the understood assistance as aid, behalf and assistance. It was become fulfilled qualitative research, guided by critical the dialectical method that accumulates the three dimensions of dialectics, the historicity, contradiction and all. Data collection occurred through semi-structured interview and for the analysis and deepening of the collected data it was opted to Discourse Textual Analysis (DTA). One result of this research to be highlighted by the participants is the place that takes the user as the subject participating in PNAS as an actor and protagonist.
Este estudo busca analisar o trabalho dos assistentes sociais com famílias a partir da implantação da Política Nacional de Assistência Social (PNAS), com o objetivo de “Conhecer o trabalho dos Assistentes Sociais com as famílias, com vistas a contribuir para o aprimoramento do trabalho profissional e subsidiar a Política Nacional de Assistência Social” (PNAS). Na expectativa de enfrentar tal desafio recorreu-se a Fundação de Assistência Social e Cidadania (FASC), órgão da Prefeitura do município de Porto Alegre, responsável pela coordenação e execução da política de assistência social, como campo para a pesquisa. A pesquisa teve como sujeito os assistentes sociais inseridos nos Centros de Referência de Assistência Social (CRAS), na Proteção Social Básica. Como resultado da Pesquisa, aponta-se as potencialidades que se mesclam as dificuldades, e que determinam possibilidades e limitações para as ações dos assistentes sociais. Para exemplificar, o processo de implantação da PNAS apresenta potencialidades por meio da Lei Orgânica de Assistência Social, 1993, garantida na Constituição Federal de 1988, e na própria Política Nacional de Assistência Social, 2004. A legislação da assistência social dá as diretrizes para sua implantação, a qual necessita superar desafios para sua materialização, provocados pela trama de relações contraditórias e pela histórica cultura da assistência entendida como ajuda, favor, assistencialismo. Realizou-se a pesquisa qualitativa, norteada pelo método dialético crítico que abarca as três dimensões da dialética, a historicidade, a contradição e a totalidade. A coleta de dados se deu através da entrevista semi-estruturada e para a análise e aprofundamento dos dados coletados optou-se pela Análise Textual Discursiva (ATD).Um dos resultados desta pesquisa a ser ressaltado pelas participantes é o lugar que o usuário assume como sujeito participante na PNAS, sendo ator e protagonista. |
