Controle social da gestão pública: análise das práticas em dois municípios do Estado do Rio Grande do Sul

Abstract

O presente trabalho teve por objetivo investigar como ocorre a participação dos cidadãos, por meio de organizações da sociedade civil, no controle social da administração pública em dois grandes municípios do Estado do Rio Grande do Sul: Porto Alegre e São Leopoldo. Para atingir tal objetivo estudou-se a evolução da sociedade civil e sua relação com o sistema Estado-mercado. Estudou-se, ainda, a questão da soberania e sua inversão recente, passando esta do governo para o povo, como pressupõe a definição de accountability. Após a pesquisa bibliográfica e a pesquisa de campo, concluiu-se que o controle social é considerado relevante pela literatura científica, que a democracia brasileira oferece condições para que os cidadãos ou organizações da sociedade promovam a participação na formulação, no acompanhamento e no controle da gestão pública. No entanto, pela falta de interesse dos governos para incentivar a participação, bem como por desconhecimento e falta de iniciativa da sociedade, nos municípios pesquisados as ações de controle social da gestão pública estão em estágio incipiente.

This work investigates how, through civil society organizations, the participation of the citizens takes place when it comes to social control of public administrations in two large cities of the state of Rio Grande do Sul: Porto Alegre and São Leopoldo. In order to attain this objective, both civil society development and its relation with the State-market system have been studied. Furthermore, attention has been given to the issue of sovereignty and its recent inversion, that is, its passing over from government's hands alone into those of the people, as it is assumed in the definition of accountability. After both a bibliographic and a field research, the conclusion has been reached that social control is considered relevant in the scientific literature, and that Brazilian democracy offers the conditions for its citizens and its social organizations to promote the participation in the formulation, supervision and control of public administrations. However, due to lack of interest on the part of governments to encourage participation, as to unawareness and absence of initiative on the part of society, in the cities where this research was conducted the actions of social control on the public administrations are still in their beginnings.
