| Abstract: | This piece of work has as an aim to analyze the (in)visibility of the rural context in the politics constitution of the Social Assistance, guaranteed by LOAS (1993) and recently by the institution of SUAS. It comes from the analysis of this trajectory in which noticed that besides the dissociation effects existed in the execution between the economics and social politics, with more emphasis in the economics area, this consequence also emerges through the prioritization of the urban means as central category for the development adopted by Brazilian State post 1930, reducing the importance of more than a half of the country’s population in that coadjutant period in the process of the development that has tried to install itself in Brazil. The idea of the rural ending and the relation between the rural and the urban as a continnum, here the privileged pole would be the urban, thesis supported by theorists from different areas, it has guided the way how the insertion of the rural means has happened in the governmental planning. In the contemporary view there is a retaking from the debate about the rural life not only as an agricultural territory, but as time of life where people develop social and cultural ties, of working and belonging, being essential to the inclusion of this debate in the governmental agenda guiding public politics that burst with the evident double view that exists until nowadays. As public politics, the Social Assistance must assume the challenge of the inclusion and the defense of the rural population in Brazilian politics agenda, enlarging and materializing rights that have already been guaranteed by the law, bringing for its debates possibilities of the expression from the rural demands in the executed actions, proposing measurement of social protection for this part of the population, helping to change the course of this story of exclusion. In this way, it intends to contribute for the emergency of the inclusion of the rural in the debates that guide the social politics in all of the government responsibilities in the built of the Unique System of the Social Assistance, turning into “visible” the “invisible from the country “.
O presente trabalho tem como objetivo analisar a (in)visibilidade do contexto rural na constituição da política de Assistência Social, garantida pela LOAS (1993) e recentemente pela instituição do SUAS. Parte-se da análise desta trajetória, na qual percebe-se que, além dos efeitos da dissociação existente na execução entre as políticas econômicas e as sociais, com maior ênfase para a área econômica, esta conseqüência surge também pela priorização do meio urbano como categoria central para o modelo de desenvolvimento adotado pelo Estado Brasileiro pós 1930, reduzindo a importância de mais da metade da população do país naquele período à coadjuvante no processo de desenvolvimento que procurava se instalar no Brasil. A idéia do fim do rural e da relação entre rural e urbano como um continnum, onde o pólo privilegiado seria o urbano, tese defendida por teóricos de diversas áreas, orientou a forma como se deu a inserção do meio rural nos planejamentos governamentais. No cenário contemporâneo, existe uma retomada da discussão sobre a ruralidade não somente como território agrícola, mas como um espaço de vida onde as pessoas desenvolvem laços sociais, culturais, de trabalho e de pertencimento, sendo fundamental a inclusão deste debate nas agendas governamentais orientando políticas públicas que rompam com a visão dicotômica presente até os dias atuais. Como política pública, a Assistência Social deve assumir o desafio da inclusão e a defesa da população rural na agenda política brasileira, ampliando e materializando direitos já garantidos em lei, trazendo para a discussão possibilidades de expressão das demandas rurais nas ações executadas, propondo medidas de proteção social a esta parcela da população e ajudando a mudar o rumo desta história de exclusão. Desta forma, pretende-se contribuir para a emergência da inclusão do rural nos debates que orientam as políticas sociais em todas as esferas de governo e em especial na construção do Sistema Único de Assistência Social, tornando “visíveis” os “invisíveis do campo”. |
