Universidade em crise: uma travessia necessária para a formação em serviço social

Abstract

This research investigates the crisis of the Brazilian Universities, focusing on the area of Social Service in the early Twenty-First Century. The central theoretical stand point is initially based on a social-historical, dialectical conception of reality - and therefore of the social phenomena. This study associates the University crisis with the struggling present situation of the capitalist society itself. In the same instance, this case study pursues an answer to the following question: “What are the demands and challenges to the professional formative process in Social Service, in the context of the social juncture faced by society as the Twenty-First Century unfolds?” The core objective of the study is to identify the requirements and challenges to the professional formative process in the Social Service area in the crisis environment. In terms of methodology, qualitative research was chosen, with explanatory and exploratory character, through the use of the instruments listed below: Questionnaires to teachers, administrators and students of Social Service Schools in the southern region of the country; Analysis of legal documents that regulate policies towards higher education; Tracking print media articles and material issued by the professional category. As a result of the research, it was verified that there is an evident process of transformation taking place at Brazilian Universities, as a consequence of economic policy – lead by the directives of the World Bank, and politics – the neoliberal ideology – that repercuss on changes in the patterns of regulation of academic institutions, and thereby produce institutional movements, especially from the State, in creating a new identity and objective to Universities, as well as showing effects in the organizational re-ordering of those institutions. Social Service is now demanded and challenged to reflect on this set of profound changes and significant alterations that are occurring at Universities, so as to understand that strategies that have been established inside Colleges are connected with the inherent dynamics of the crisis faced by the capitalist society whilst the Twenty-First Century starts to move along.

Esta pesquisa investiga a crise da universidade brasileira, tendo como foco analisador a formação na área do Serviço Social neste início de século XXI. O pressuposto teórico central parte de um eixo de análise que, a partir de uma concepção sócio-histórica e dialética da realidade e, portanto, dos fenômenos sociais, associa a crise da universidade com a crise da própria sociedade capitalista. Neste sentido, a pesquisa busca responder à seguinte questão: Quais são as demandas e os desafios postos à formação em Serviço Social no contexto da universidade em crise neste início de século XXI? O objetivo central do estudo propõe-se a sinalizar demandas e desafios para a formação profissional em Serviço Social no contexto atual. Em termos metodológicos, optou-se pela pesquisa qualitativa, de caráter exploratório e explicativo, utilizando-se os seguintes instrumentos: questionários dirigidos a docentes, gestores e alunos de Cursos de Serviço Social da Região Sul do país; análise de documentos legais que conformam a política de ensino superior; mapeamento de matérias da mídia impressa e materiais da categoria profissional sobre a temática em estudo. Como resultados da pesquisa, constata-se que há um processo evidente de transformação da universidade brasileira decorrente das determinações do campo econômico, ancoradas pelas diretrizes do Banco Mundial, e do campo político – a ideologia neoliberal – que repercutem nas mudanças no padrão de regulação social das instituições universitárias e trazem como conseqüências movimentos institucionais, especialmente do Estado, em constituir uma nova identidade e finalidade à universidade, bem como impactam no reordenamento organizacional da universidades. O Serviço Social encontra-se demandado e desafiado a refletir acerca desse conjunto de profundas e significativas alterações que estão ocorrendo na universidade, com o intuito de compreender que as estratégias que vêm sendo operadas no interior das universidades estão associadas à própria dinâmica inerente da crise vivida pela sociedade capitalista neste início de século.
