Resumo: | Este trabalho investiga quem foram os indivíduos que fizeram parte do quadro de políticos
profissionais atuantes durante a última experiência autoritária no Brasil (1964-1985), que foi
marcada por um cenário de grande instabilidade e incertezas quanto à manutenção da carreira
política. Para tanto, analisa-se o perfil político e social daqueles que em algum momento
durante o bipartidarismo exerceram o mandato de Deputado Federal pelas legendas criadas em
1965, Aliança Renovadora Nacional (Arena) e Movimento Democrático Brasileiro (MDB);
considerando as legislaturas de 1966 (43º), 1970 (44º), 1974 (45º) e 1978 (46º). Entendendo os
parlamentares a partir da definição de político profissional, como alguém que desenvolve
algum papel na política institucional através dos partidos e que vive deste ofício a partir da
socialização em cargos e postos de poder. A hipótese a ser testada se desdobra em duas partes,
considerando que: 1) Arena e MDB possuíam perfis distintos de deputados (a) federais em
relação aos recursos políticos adquiridos na carreira; 2) e tais perfis (social e político) sofreram
alterações ao longo da vigência do bipartidarismo. Ao todo são 1.703 casos analisados,
considerando 22 indicadores que mobilizam o background político e social. A abordagem
metodológica utilizada é a quantitativa, com análise descritiva e aplicação da ferramenta
estatística de análise de correspondência múltipla e análise de conglomerado. Como resultado
foram encontrados quatro perfis de políticos profissionais, que se distinguiam principalmente
pelos traços de carreira política. Os dados sociológicos não indicaram uma contribuição
significativa na identificação dos perfis, que eram constituídos em sua maioria por homens,
brancos, com média de idade entre 40 - 50 anos e com alto gradual de escolaridade. Não foram
encontradas alterações e diferenças significativas no perfil político e social em relação as
legislaturas e a filiação partidária, o que refuta a hipótese lançada por essa investigação.
Apontando que a cada troca de mandato e legislatura resultaram na continuidade de um quadro
político já existente, independente de filiação partidária, que ultrapassou as interferências
militares para sua perpetuação. This study investigates who were the individuals who were part of the professional political
scene during the last authoritarian experience in Brazil (1964-1985), which was marked by a
scenario of great instability and uncertainties regarding the maintenance of the political career.
To this end, this work analyses the political and social profile of those who at some point during
the bipartisanship served as Federal Deputy for the legends created in 1965, Aliança
Renovadora Nacional (Arena) and Movimento Democrático Brasileiro (MDB); considering the
legislatures of 1966 (43rd), 1970 (44th), 1974 (45th) and 1978 (46th). Understanding the
parliamentarians from the definition of professional politician, as someone who develops some
role in the institutional politics through the parties and that lives of this office from the
socialization in positions and places of power. The hypothesis to be tested unfolds in two parts,
considering that: 1) Arena and MDB had different profiles of federal deputies in relation to the
political resources acquired in the career; 2) and such profiles (social and political) have
undergone changes throughout the validity of bipartisanship. In all, there are 1,703 cases
analyzed, considering 22 indicators that mobilize the political and social background. The
methodological approach used is the quantitative one, with descriptive analysis and application
of statistical tool of analysis of multiple correspondence and conglomerate analysis. As a result,
four profiles of professional politicians were found, who were distinguished mainly by political
career traits. The sociological data did not indicate a significant contribution in the
identification of the profiles, being the majority of men, white, with average age between 40-
50 years and with high gradual of schooling. No changes and significant differences were found
in the political and social profile in relation to legislatures and party affiliation, which refutes
the hypothesis launched by this investigation. Pointing out that each change of mandate and
legislature resulted in the continuation of an existing political framework, independent of party
affiliation, which overcame military interference for its perpetuation. |
