| Abstract: | Este trabalho teve por objetivo estudar as formas pelas quais a sociedade de Porto Alegre efetua o controle social e obtém acesso às informações acerca do Instituto Municipal de Estratégia de Saúde da Família (IMESF). Trata-se de uma forma de prestar os serviços de Estratégia de Saúde da Família (ESF), por meio de uma fundação pública de direito privado. No intuito de atingir o objetivo da pesquisa, efetuou-se, primeiramente, uma breve revisão teórica acerca de temas importantes para compreensão das dimensões do controle social no Brasil, como democracia, participação e formas de controle social. Após, investigou-se o Sistema Único de Saúde (SUS) brasileiro, a fim de analisar a trajetória deste, que culminou em uma legislação diferenciada e que inclui a participação da sociedade de forma significativa, já que o sistema fora conquistado através de anos de luta e de movimentos como a Reforma Sanitária no Brasil. Por fim, estudou-se a concepção de fundação pública de direito privado, sua inserção no Brasil e na saúde pública, para finalmente estudar o IMESF. Dessa forma, utilizando os conceitos estudados, a pesquisa de campo foi crucial para compreender as formas de controle social e de acesso às informações do IMESF, tais como o Observapoa, o portal da transparência e o Conselho Municipal de Saúde (CMS). Por fim, a pesquisa observou que, apesar das formas de acesso às informações existentes e da regulamentação do controle social, os governantes ainda precisam melhorar a disponibilização de informação, para que esta seja acessada por toda sociedade e possa ser compreensível. E, por outro lado, a sociedade ainda caminha a passos lentos para uma cultura de maior interferência e participação nas decisões políticas; talvez, esse seja o maior problema para uma futura apropriação da sociedade pelo controle social.
This study aimed to examine ways by Porto Alegre society makes social accountability and gain access to information about the Municipal Institute of Family Health Strategy (IMESF). This is a way to provide the services of the Family Health Strategy (FHS), through a public foundation of private rights. In order to achieve the research objective, we performed first, a brief literature review on topics important to understanding the dimensions of social control in Brazil, such as democracy, participation and forms of social control. After investigated the Unified Health System (SUS) in Brazil, in order to analyze the trajectory of this, that culminated in a differentiated legislation and thatin cludes the participation of society significantly since the system was achieved through years of struggle and movements such as the Sanitary Reform in Brazil. Finally, we studied the design of public foundation of private right, its insertion in Brazil and in health, to finally study the IMESF. Thus, using the concepts studied, the field research was crucial to understand the forms of social control and access to information on IMESF such as Observapoa, the portal of transparency and the Municipal Health Service (CMS). Finally, the research noted that even with the forms of access to existing information and regulation of social control, the rulers still need to improve the providing of information, so that it is accessed by all society and can be understandable. And, on the other hand, society still walks with slow steps towards a culture of greater interference and participation in political decisions, perhaps this is the biggest problem for future appropriation of social control by society. |
