O costume e o risco na aplicabilidade da lei: educação especial em Porto Alegre : 1960-1970

Abstract

Esta dissertação tem por objetivo analisar de que maneira as leis de diretrizes e Bases da Educação, das décadas de 1960 e 1970, foram influenciadas pelas práticas e aplicabilidades da Reforma do Ensino Primário de 1958, no que diz respeito à integração das diferenças em Escolas Regulares da rede estadual de ensino na cidade de Porto Alegre. Para tanto, foram considerados o contexto da criação e promulgação das legislações analisadas, além dos paradigmas e costumes dos quais resultaram suas aplicabilidades.

This dissertation aims at analysing how the Educational Laws between the 1960´s and the 1970´s were influenced by the practices and applicabilities of the reform in the Primary Education in 1958, concerning the integration of the differences in regular public schools in Porto Alegre. Therefore, the context of the creation and the promulgation of the legislations analysed, as well as the paradigms and habits from which resulted their applicabilities were considered.
