The Social Assistance Unified System (SUAS) and the promotion of productive inclusion in Brazil are developed within a society where basic needs and work with dignity are more and more scarce. In a context of productive restructuring, the challenges produced by the relationship between these policies are countless and deserve special attention. This study analyses the historical process involved in the construction of legal and theoretical apparatus and takes it as the basis for debate. The development and improvement of such public policies as well as their inherent contradictions are unquestionable. Clarifying and discussing these issues is what the documental analysis seeks to do. Seven basilary documents are considered in this purpose: the Brazilian Federal Constitution (1988), the Organic Law of Social Assistance – LOAS (1993), the National Policy of Social Assistance (2004), the Basic Operational Rule of the Social Assistance Unified System (2005) and the Guides for Work and Income Generation (2007, 2008, 2009). The study of such documents made it possible to summarize them, as well as discuss its debilities and potentials. In conclusion, we understand that this legal and bureaucratic apparatus is capable of describing, questioning as well as modifying the reality it regulates and is legitimated by. Therefore, clarifying such potentials may contribute to the refinement of the ways that leads us to the desired achievements.
