O acolhimento institucional de crianças e adolescentes: protege ou viola?

Abstract

This study analyzed a work carried out with families of children and adolescents that live in children’s shelters by recognizing the right to have contact with the family and with the community. The main objective of this analysis is to contribute to a discussion that has been carried out about this policy. It is a qualitative study in which the participants consist of seven families whose children and adolescents live in children’s shelters, four social workers and one psychologist. In order to face such a challenging, families and professional people who work in five shelters from the metropolitan area of Porto Alegre were researched. Two shelters are located in Porto Alegre and the others are located in Alvorada, Viamão and Esteio. The data was collected through the implementation of individual semi-structured interviews that contained open-ended questions. First, introductory comments about the research were made and the term free and informed consent was socialized among the participants. As a result of the research, there were found difficulties that those families whose children and adolescents live in shelters face to fulfill their basic needs. Those families are immersed in a political, economic and social reality that does not provide the appropriate conditions for them to assume such a responsibility. Another result to emphasize in this study is the challenges that those professionals that work with those families in the shelters have to meet. Those professionals deal daily with contradictions between their role inside the institution and the families’ reality. They are mediators and articulators that operate to accomplish the children’s protection and the children’s right to have contact with their families and communities. There exist many factors to be understood about this social phenomenon that is the situation of children and adolescents who live in shelters.

Este estudo buscou analisar o trabalho realizado com as famílias de crianças e adolescentes em situação de Acolhimento Institucional e como esta sendo efetivado o direito a convivência familiar e comunitária a fim de contribuir para a discussão que vem ocorrendo sobre esta Política. Trata-se de um estudo qualitativo e os sujeitos da pesquisa constituíram-se de sete famílias de crianças e adolescentes em situação de acolhimento institucional e cinco profissionais, sendo quatro assistentes sociais e um psicólogo. Na perspectiva de enfrentar tal desafio foram pesquisadas famílias e profissionais de cinco instituições de acolhimento da região metropolitana de Porto Alegre. Duas instituições do município de Porto Alegre e as demais dos municípios de Alvorada, Viamão e Esteio. As informações foram obtidas por meio de entrevista, semi-estruturada, aplicada individualmente, contendo perguntas abertas. Num primeiro momento realizaram-se comentários introdutórios sobre a pesquisa e socializou-se Termo de Consentimento livre e esclarecido obtido na ocasião junto às famílias e profissionais participantes. Como resultado da pesquisa aponta-se as dificuldades que enfrentam as famílias de crianças e adolescentes institucionalizados para suprir suas necessidades básicas. Elas estão inseridas em uma realidade política, econômica e social que não oferece as condições necessárias para o exercício de tal responsabilidade. Outro resultado da pesquisa a ser ressaltado é o desafio dos profissionais que realizam o trabalho com as famílias nas instituições de acolhimento institucional. Os profissionais lidam cotidianamente com as contradições entre seu papel na instituição e a realidade das famílias. São mediadores e articuladores que atuam entre o cumprimento da medida de proteção e o direito da criança a convivência familiar e comunitária. Existe um conjunto de fatores a ser compreendido para entender este fenômeno social, esta expressão da questão social que é a situação de crianças e adolescentes em situação de acolhimento institucional.
