| Abstract: | During the last years, many papers have been written about a matter considered of fundamental importance for all the parts involved in the educational area. Because of that meaningful importance we were directed to evaluate, in a more consistent manner, all the information on the matter that is available. With this paper, we take into consideration an important segment related to this matter, which is the Brazilian Higher Education, the segment that has been graduating the greater number of the leading professionals for the market, nowadays. Many actions took place, in Brazil, in order to enlarge and improve the number of youth’s admissions for the higher education, this because a very small percentage of students have had that opportunity, lately. That fact has been worsens due to the great increase of the private institutions participation in that segment, what has moved away mainly those people who do not have good financial conditions in participating of that education. Although the Brazilian government has been accompanying such tendency, actions were directed to propitiate the inclusion of those lacking students in the private institutions through scholarships, a helpful action for the private institutions to fulfill their vacancies and, also, helped all those who are waiting for opportunities that can let them going on studying.That is the Government’s action at the moment, since the other option would be to have conditions of bringing down the education costs to make the monthly payments lower and in conditions for all the students, although that is a more complicated situation to be resolved. Nevertheless, the government and the society are really concerned with the quality of the education offered by all those institutions, and control programs are being introduced. This paper is mainly focused on the Federal University and the Papal Catholic University because of the following reasons: they belong to a segment susceptible to comparisons; they are institutions of important participation and representativeness in the national scenery and also, for being representing an expressive percentage of the students. We just choose for studying those Universities in order to observe institutions with their all characteristics, mostly those which are offering graduation and post-graduation courses That is the Government’s action at the moment, since the other option would be to have conditions of bringing down the education costs to make the monthly payments lower and in conditions for all the students, although that is a more complicated situation to be resolved. Nevertheless, the government and the society are really concerned with the quality of the education offered by all those institutions, and control programs are being introduced. This paper is mainly focused on the Federal University and the Papal Catholic University because of the following reasons: they belong to a segment susceptible to comparisons; they are institutions of important participation and representativeness in the national scenery and also, for being representing an expressive percentage of the students.We just choose for studying those Universities in order to observe institutions with their all characteristics, mostly those which are offering graduation and post-graduation courses At the same time, we point out to the shortage of resources that affect the universities nowadays, as well as the need of verifying the efficient resource allocation, an important way to maintain strong and qualified institutions of higher education. Consequently, we identify, through the study of the institutions before mentioned, relevant facts that can lead us to create performance and efficiency indicators for each institution, and by that way, we can classify those institutions accordingly to that index. According to that idea, we created an indicator that can drive us to evaluate, in a practical manner, the institutions before mentioned. For that purpose, the Data Envelopment Analysis tool is providing us the technical support for this study. The results showed us which of those institutions presented a more efficient way among the others institutions and, in the case of no efficiency, which aspects should suffer some alteration for determined institution to reach the same efficiency level. Finally, and with reference to the results, it is important to point out that there was not a defined group of efficient institutions, public or private, because, we will see that as much public as private institutions presented in a well distributed manner in the final results.
Nestes últimos anos têm-se visto muitos trabalhos que tratam do tema da avaliação de instituições de ensino, um assunto considerado de fundamental importância para todas as partes envolvidas no segmento da educação. Essa importância, dada de forma muito significativa, nos inclina a avaliar de forma mais consistente todas as informações disponíveis. Neste este trabalho, focalizamos o ensino superior do país, um dos segmentos da área da educação brasileira, devido a sua importância na formação da maioria dos profissionais que ingressam no mercado de trabalho anualmente. No Brasil, muitas ações têm sido realizadas com o intuito de ampliar e melhorar o ingresso dos jovens ao ensino de nível superior. Isso devido a que apenas um pequeno percentual dos estudantes que finalizam o ciclo escolar consegue alcançar as vagas oferecidas no ensino de terceiro grau, atualmente. Esse fato também tem se agravado devido à ampliação da participação de instituições acadêmicas privadas, o que afasta principalmente àqueles indivíduos que não possuem condições financeiras para participar deste processo de ensino. O Governo Brasileiro, ao acompanhar tal tendência, tem agido de forma a propiciar a inclusão desses alunos no ensino privado através de programas de incentivo e de bolsas de estudo. Dessa forma, as instituições privadas são beneficiadas com o preenchimento de suas vagas ociosas ao mesmo tempo em que se beneficiam pessoas que esperam por uma oportunidade de estudo.Essa está sendo a ação do Governo. Uma outra opção possível seria ter condições de baixar os custos de todas as instituições privadas para que as suas mensalidades se apresentassem mais baixas e em condições de atender todos os estudantes. Ao mesmo tempo, é ressaltada a preocupação do Governo e a sociedade com a qualidade do ensino oferecido por essas instituições assim como a implementação de programas de controle para esse fim. Neste trabalho focalizamos principalmente as Universidades Federais e as Pontifícias Universidades Católicas, por serem um segmento passível de comparação, por se tratarem de instituições de grande participação e representatividade no cenário nacional, e por estarem representando um percentual grande de alunos, Fato que ficou demonstrado no ano de 2005, quando o número de matrículas nas instituições privadas já era três vezes superior ao número de matrículas nas instituições públicas. Dessa forma, optamos por estudar Universidades para que possamos observar instituições com todas as características presentes, principalmente aquelas com estruturas de graduação e pós-graduação. Salienta-se a grande escassez de recursos nas universidades, atualmente, junto com a verificação eficiente alocação eficiente desses recursos, como um caminho importante para a existência de instituições fortes e um ensino de qualidade. Para isso, identificamos, nas instituições presentes neste estudo, fatores relevantes que permitam criarmos indicadores de desempenho e eficiência em cada instituição, para, posteriormente, podermos classificá-las com uma ordenação sobre seus índices de eficiência.Tivemos como objetivo neste trabalho a criação de um indicador capaz de avaliar de forma prática as instituições presentes neste estudo. Para isso a ferramenta de Análise Envoltória de Dados nos deu o apóio técnico para realizarmos esta análise de forma consistente. Os resultados nos mostraram quais dessas instituições se apresentaram de forma eficiente perante as demais e, no caso das não eficientes, em quais aspectos deveriam sofrer algum tipo de alteração para se elevarem ao mesmo nível de eficiência. É importante destacar que nestes resultados não houve um grupo definido de instituições públicas ou privadas como eficientes, pois, veremos que tanto instituições públicas como privadas se apresentaram de forma bem distribuída nos resultados alcançados. |
