| Abstract: | Este estudo teve como objetivo geral investigar os aspectos diferenciais no perfil dos gestores municipais do Programa Primeira Infância Melhor (PIM), no caso de um Município com histórico satisfatório de qualidade de execução do referido Programa, bem como no caso de um Município com histórico insatisfatório de execução do mesmo. A metodologia utilizada foi a pesquisa-ação, devido à inserção da mestranda no assessoramento técnico aos Municípios, em virtude de sua atuação como consultora técnica do Programa. Foram entrevistados os gestores municipais mais diretamente envolvidos com o PIM - Prefeitos Municipais e Secretários Municipais da Saúde, da Educação e da Assistência Social. Estes gestores foram entrevistados com base em questionário padrão (construído e aprovado junto à orientadora e Comissão Científica do PPG em Educação), sendo que as transcrições das entrevistas foram relacionadas ao histórico do Programa nos respectivos municípios. Com a pesquisa, buscou-se verificar aspectos relevantes no perfil dos entrevistados, a fim de identificar-se os diferenciais no perfil dos gestores municipais do Programa, como forma de analisar/refletir sobre a forma de abordagem para sensibilização e preparação dos mesmos, por parte do Grupo Técnico Estadual (GTE) do Programa – no intuito de, assim, melhorar a qualidade de execução do PIM nos municípios e, consequentemente, a qualidade de atendimento às famílias, bem como o resultado das intervenções.A análise da pesquisa mostrou uma relação de maior identificação com a causa do PIM, por parte dos gestores do município de qualidade satisfatória de execução do Programa, em relação ao município com execução de menor qualidade das ações do mesmo. O estudo corroborou a importância atribuída pela mestranda (em decorrência de sua experiência profissional junto ao PIM) ao papel da gestão no Programa – demonstrando, assim, a importância da continuidade do investimento na sensibilização e preparação dos gestores municipais, para apoiarem de forma consistente as ações da rede no Programa.
The main goal of the present study was to investigate the particular aspects in the profile of the local city managers of the Better First Childhood Program – known in Portuguese by the acronym PIM, picking one City whose quality history in the execution of such program was considered satisfactory, as well as one City whose history was unsatisfactory. The methodology used was the action-research, due to the insertion of the master-to-be in the technical assistance to the Cities involved, because of her participation as technical consultant of the Program. The most directly involved people with the program – City Mayors, Health, Education and Social Assistance secretaries – were interviewed. The interview was carried out based on a standard questionnaire (developed and approved of by the Scientific Commission of the Post Graduation Program in Education), and the transcriptions of the interviews were related to the history of the Program for each City involved. By means of the research, we tried to learn the relevant aspects of the interviewees profile, aiming to identify the differences in their profiles as a way to analyze the approach of their sensitization by State Technical Group of the Program – aiming to, in this way, improve the quality of the execution of the Program in the cities and, therefore, the quality of the service provided to the families, as well as the result of the interventions.The investigation of the research demonstrated that the agents of the City whose performance was satisfactory had a greater identification with the cause of the Program. The study ratified the importance given by the master-to-be (due to her professional experience within the Program) to the role played by the management of the Program – showing, therefore, the importance of maintaining the investment on sensitizing and preparing the local City managers to support the actions of the Program network consistently. |
