Migração, cidadania e democracia: um contraste dos fenômenos no Brasil e no Uruguai

Abstract

A presente dissertação investiga os movimentos migratórios na América do Sul, especificamente de imigrantes econômicos – definição da Organização das Nações Unidas para todas e todos que se deslocam do seu país de origem em busca de melhores condições financeiras de vida. A cidadania foi escolhida como categoria de análise para compreender-se de que forma essas pessoas são inseridas nos “novos” países. A constatação literária de que há uma escassez de produções acadêmicas que tenham como análise os países do Sul, levou a escolha da América do Sul como objeto de análise, precisamente o Brasil – por ser o país mais influente da América do Sul, além de historicamente grande receptor de imigrantes – e o Uruguai por ser considerado um dos países mais democráticos das Américas. A abordagem metodológica utilizada é a qualitativa, com análise legislativa e aplicação de entrevistas a estrangeiros/as vivendo em ambos os países, com o objetivo de cruzar os dados entre a lei e a realidade. Como resultado obteve-se a constatação da influência da lógica neoliberal na forma como os estrangeiros são aceitos e a existência de um conceito de cidadania diferente do que é debatido dentro dos centros acadêmicos.

The present dissertation investigates the migratory movements in South America, specifically of economic immigrants - definition of the United Nations Organization for all and all that move of their country of origin in search of better financial conditions of life. Citizenship has been chosen as the category of analysis to understand how these people are inserted in the "new" countries. The literary confirmation that there is a shortage of academic productions that have as analysis the countries of the South, has led the choice of South America as the object of analysis, precisely Brazil - being the most influential country in South America, as well as historically great immigrants receiver - and Uruguay for being considered one of the most democratic countries in the Americas. The methodological approach used is qualitative, with legislative analysis and application of interviews to foreigners living in both countries, with the purpose of crossing the data between law and reality. As a result, the influence of neoliberal logic on how foreigners are accepted and the existence of a concept of citizenship different from what is debated within the academic centers was obtained.
